Kowsigan A IAS appointed as Director – Dept of Animal Husbandry & Dairying
Shri Kowsigan A IAS (Kerala 2009) has been appointed as Director in the Department of Animal Husbandry & Dairying, Delhi under the Central Staffing Scheme for a period of five years.
Shri Kowsigan A has built a wide-ranging administrative career marked by extensive experience in district administration, revenue governance, disaster management, land reforms, water resources, animal husbandry and transport administration. With more than 15 years of experience in the Indian Administrative Service, he has handled several important assignments across Kerala, combining field-level administrative exposure with senior departmental responsibilities.
A veterinary professional by academic training, Shri Kowsigan holds a Bachelor of Veterinary Science degree from the Tamil Nadu Veterinary and Animal Sciences University, Chennai, through Madras Veterinary College, specialising in Animal Husbandry. He subsequently obtained a Master of Veterinary Science in Animal Nutrition from the University of Agricultural Sciences, Bengaluru, through Veterinary College, Hebbal, securing First Class with Distinction. He has also pursued a Master of Arts in Public Policy from IGNOU, New Delhi, securing First Division. His academic profile, combining veterinary science, animal nutrition and public policy, has provided him with a distinctive multidisciplinary foundation for public administration.
Shri Kowsigan is presently serving as Secretary, Ports Department, Government of Kerala, at the Secretariat, Thiruvananthapuram. He held this responsibility from May 2025 to May 2026, dealing with the important transport and ports sector. The assignment provided him with exposure to the administration and policy framework governing port-related activities and maritime infrastructure.
Prior to this, he served as Commissioner in the Land Revenue Department from July 2023 to May 2025. The role involved land revenue management and revenue administration, areas that require close understanding of land records, regulatory processes and district-level governance.
Earlier, Shri Kowsigan served as Director in the Animal Husbandry Department, Kerala, from June 2022 to July 2023. His academic background in veterinary science and animal nutrition complemented this assignment, enabling him to contribute to policy and administrative responsibilities relating to animal husbandry and allied sectors.
He also served as Commissioner in the Disaster Management Authority, Kerala, from July 2020 to June 2022. This was a significant responsibility involving disaster management and land resources, requiring coordination, preparedness and administrative response in the face of natural and other emergencies.
From December 2019 to July 2020, Shri Kowsigan served as Secretary in the Land Reforms Department. Before that, he was Managing Director in the Water Resources Department, where he was associated with drinking water administration and the functioning of the Water Authority.
His extensive field experience includes serving as District Collector and District Magistrate in Thrissur, Idukki, Kollam and Thiruvananthapuram. Through these assignments, he gained substantial experience in district administration, revenue management, law and order coordination, disaster response and development administration.
Shri Kowsigan also served as Mission Director of the Mahatma Gandhi National Rural Employment Guarantee Scheme in Kerala from September 2013 to January 2015. The assignment gave him direct exposure to rural development and rural employment programmes.
He began his administrative career as Sub Collector at Ottappalam, serving in the position from September 2011 to September 2013. He underwent training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, before taking up regular administrative responsibilities.
