Vandana Singh IAS appointed as Commissioner- Land Management, DDA

Ms. Vandana Singh IAS (Uttarakhand  2013) has been appointed as Commissioner (Land Management) (Deputy Secretary level) in the Delhi Development Authority, Delhi under Ministry of Housing and Urban Affairs under Central Staffing Scheme for a period of four years.

Ms. Vandana Singh IAS has built a distinguished administrative career marked by extensive field experience, developmental governance and leadership across key sectors of public administration. With assignments spanning district administration, revenue management, rural development, cooperatives, agriculture and horticulture, she has served in a wide range of roles that have provided her with a comprehensive understanding of governance at both the grassroots and departmental levels.

Ms. Singh holds a B.A. Honours degree from Maharshi Dayanand University, Rohtak, with Sanskrit as her subject of study, securing First Division. She subsequently pursued an LL.B. from B.R. Ambedkar University, Agra, with Contract Management as a specialised area, also securing First Division. Her academic background, combining humanities and legal education, has provided a strong foundation for handling administrative, regulatory and developmental responsibilities.

She is presently serving as Director General in the Agriculture & Horticulture Department at Dehradun, a position she has held since October 2025. In this role, she is associated with important responsibilities relating to agriculture and cooperation as well as commercial crops. The assignment places her at the centre of efforts aimed at strengthening the agricultural and horticultural sectors, which remain vital to livelihoods and economic activity across Uttarakhand.

Prior to this, Ms. Singh served as District Collector, Nainital, from May 2023 to October 2025. Her responsibilities included law and order, traffic management and overall district administration. Nainital, with its significant tourism profile, urban expansion and geographical importance, requires coordinated and responsive administration, providing her with valuable experience in managing a complex district environment.

Earlier, she served as District Collector, Almora, from August 2021 to May 2023. During this tenure, she handled land revenue management, district administration and development administration. Her experience in Almora further strengthened her understanding of the specific administrative challenges associated with hill districts and the need to align development initiatives with local requirements.

Ms. Singh has also held important assignments in rural development and cooperative administration. She served as Registrar in the Cooperative Department at Dehradun and as Commissioner for Rural Development at Pauri Garhwal. She also served as Additional Secretary in the Rural Development Department at the Uttarakhand Secretariat. These assignments gave her extensive exposure to cooperative institutions, rural banking, public health engineering and the implementation of development programmes at the grassroots level.

Earlier in her career, Ms. Singh served as District Collector, Rudraprayag, where she handled land revenue management and district administration. As Chief Development Officer, Pithoragarh, she was associated with rural development and rural employment programmes, working through the District Rural Development Agency to support the implementation of development initiatives.

She began her administrative career as Deputy Collector and Sub-Divisional Magistrate in Nainital, handling sub-divisional administration and revenue-related responsibilities. She also served briefly as Assistant Secretary in the Ministry of Petroleum and Natural Gas at the Centre, gaining exposure to the functioning of the Union Government and the policy framework of the petroleum and natural gas sector.

Ms. Vandana Singh joined the Indian Administrative Service in 2013 and underwent training before taking up regular administrative responsibilities. Over the course of her career, she has gained experience at the sub-divisional, district, departmental and state levels.

Her career reflects a well-rounded administrative profile, combining strong field experience with expertise in rural development, revenue administration, agriculture, horticulture and institutional governance. Through her varied assignments, Ms. Vandana Singh IAS has demonstrated the versatility required to manage diverse administrative responsibilities and contribute to effective governance across multiple sectors.
