West Bengal Mega Bureaucracy Shaken Up: 36 IAS Transferred in Fresh Orders, Total Reaches 67

Indian Bureaucracy News Network, Kolkata, October 27, 2025 | In a day marked by sweeping bureaucratic changes, the Mamata Banerjee government reshaped West Bengal’s administrative machinery through a fresh round of transfers — part of a series of orders, all dated 24.10.2025. Across ten separate notifications, the state transferred 61 IAS officers and over 465 WBCS officers, including 14 District Magistrates, several Special Secretaries, OSDs, BDOs, SDOs, and ADMs — making it one of the largest single-day reshuffles in recent years.

We have compiled the two separate orders — No. 1821-PAR(IAS)/5C-1/2025 and No. 1820-PAR(IAS)/5C-1/2025, both dated 24.10.2025 — which were issued in quick succession. The first order contains transfer postings of twenty-two (22) IAS officers, while the second lists transfers of fourteen (14) IAS officers along with three (03) senior WBCS officers.

1. Ms Shweta Agarwal IAS (West Bengal 2016), presently ADM, Purba Bardhaman, is transferred and appointed as Director – Social Welfare Department, West Bengal.
2. Shri Harsimran Singh IAS (West Bengal 2016), presently ADM, South 24 Parganas, is transferred and appointed as Special Secretary – Finance Department, West Bengal.
3. Shri Prashant Raj Shukla IAS (West Bengal 2017), presently ADM, Paschim Bardhaman, is transferred and appointed as ADM – South 24 Parganas, West Bengal.
4. Shri Rajesh IAS (West Bengal 2017), presently ADM, Purulia, is transferred and appointed as Joint Secretary – Panchayat & Rural Development Department, West Bengal.
5. Shri Avneet Punia IAS (West Bengal 2017), presently OSD to Chief Secretary & Under Secretary – Home & Hill Affairs Department and P&AR Department, is transferred and appointed as ADM – South 24 Parganas, West Bengal.
6. Shri Kempa Honnaiah IAS (West Bengal 2017), presently ADM, Paschim Medinipur, is transferred and appointed as Joint Secretary – Women & Child Development & Social Welfare Department, West Bengal.
7. Shri Suman Sourav Mohanty IAS (West Bengal 2017), presently ADM, Paschim Medinipur, is transferred and appointed as Joint Secretary – Technical Education, Training & Skill Development Department, West Bengal.
