Shri Vijay Kumar IAS (AGMUT 1992), Additional Secretary, Ministry of Cooperation , has been given in-situ upgradation to the level of Special Secretary in the rank and pay of Secretary to the Government of India and posted as Special Secretary, Ministry of Cooperation.
