Shri Vidya Charan Pharka IAS (Himachal Pradesh 1983) presently Chief Secretary to the Himachal Government has been appointed as Principal Advisor to Government.

Shri V C Pharka Born on October 15, 1959 in Pooh village of Kinnaur district, he did his schooling from government high school, Pooh and graduation from St.Stephen’s College, Delhi.He did MA in International Studies and MBA from Australia,started his Indian Bureaucracy career as SDM, Rohru and served in the Himachal Pradesh government in various capacities.
