Indian Bureaucracy News, Lucknow 02, 2026 | The Uttar Pradesh government has begun 2026 with a wide-ranging reshuffle of the IAS cadre, reassigning and promoting 21 officers across some of the state’s most consequential departments. Coming under Chief Minister Yogi Adityanath’s watch and barely fifteen months before the 2027 Assembly elections, the exercise reads less like routine cadre management and more like a deliberate consolidation of the government’s administrative command ahead of the impending electoral cycle.

The reshuffle targets key departments; Finance, Revenue, Urban Development, Elections, and Women Welfare, highlighting areas expected to face increased administrative and political focus. The promotion of officers such as Akhand Pratap Singh in the Election Department and of Naveen Kumar G S to legal and land acquisition roles indicate an emphasis on procedural control, dispute management, and institutional readiness. These changes gain added significance as major infrastructure and urban projects advance, particularly with the Lucknow Development Authority (LDA) planning to expand its development area to include 662 additional villages. This expansion more than doubles the LDA’s jurisdiction to facilitate planned urban growth, infrastructure development, including roads and drainage and new townships such as Wellness City, IT City, and Naimish Nagar, covering areas from Sarojininagar, Kakori, and Mohanlalganj blocks under the Uttar Pradesh Urban Planning and Development Act, 1973.

The restructuring of the Women Welfare Department holds specific significance in UP’s socio-political context, where issues of gender-based violence, victim compensation, and protective services are under constant public and judicial scrutiny. In a notable change, senior officers Sandeep Kaur, who had been part of the department since 2022, and Sudha Verma, who joined in 2024, have been moved to Finance and Revenue, respectively, while Dr. Vandana Verma and Renu Tiwari have assumed leadership roles within the Women Welfare Department.

The reshuffle reflects a consistent Adityanath approach: reinforcing departments that shape public service and governance like, revenue, infrastructure, welfare, and elections, as the state moves toward the 2027 electoral cycle.

List of the officers with their present and new postings is detailed below.

Shri S V S Ranga Rao IAS (Uttar Pradesh 2001), presently Member (Judicial), Board of Revenue, Uttar Pradesh, and, Director, Land Acquisition, Board of Revenue, Uttar Pradesh, is transferred and appointed as Principal Secretary – Uttar Pradesh Reorganisation Coordination Department, Department of National Integration, Uttar Pradesh, and, Gerenal Administration Department, Uttar Pradesh.
  2. Dr Sarika Mohan IAS (Uttar Pradesh 2006), presently Secretary, Finance Department, Uttar Pradesh, is transferred and appointed as Secretary – Medical Education Department, Uttar Pradesh, and Director General – Medical Education, Uttar Pradesh.
  3. Shri Naveen Kumar G S IAS (Uttar Pradesh 2007 ), presently Secretary, Irrigation Department, Uttar Pradesh, CEO, Prime Minister Krishi Sinchai Yojana, and Project Admistrator, Greater Sharda Assistant Command Area Development Authority, is transferred and appointed as Member (Judicial) – Board of Revenue, Uttar Pradesh, and, Director, Land Acquisition, Board of Revenue, Uttar Pradesh.
  4. Shri Kumar Prashant IAS (Uttar Pradesh 2010), presently Director, Social Welfare, Uttar Pradesh, with additional charge of MD, UP SIDCO, is transferred and appointed as Secretary – Home, Uttar Pradesh.

  8. Smt Monika Rani IAS (Uttar Pradesh 2010), presently Incharge DG, School Education, Uttar Pradesh, is promoted as Director General – School Education, Uttar Pradesh.
  9. Shri Yogesh Kumar IAS (Uttar Pradesh 2010), presently Incharge Commisioner and Registrar, Coperative Societies, Uttar Pradesh is promoted as Commissioner and Registrar – Cooperatives, Uttar Pradesh.
