Indian Bureaucracy News, Lucknow, September 20, 2025 | Uttar Pradesh Govt has reshuffled its senior-most IAS officers, emphasising more focus on infrastructure, industry and sectoral growth.

The latest senior-level reshuffle in Uttar Pradesh reflects a major reorganisation of responsibilities at the top, with several critical portfolios earlier concentrated with the Chief Secretary now distributed among other senior officers. Infrastructure, industrial development, expressways, highways and coordination functions have been reassigned, indicating a shift towards a broader sharing of high-level administrative responsibilities. At the same time, important departments such as education, health, urban development and civil aviation have seen fresh appointments, reflecting government’s emphasis on spreading decision-making across its senior leadership. This redistribution may also signal the Chief Secretary being positioned for a larger role, as officers from major states like Uttar Pradesh are often preferred for central and national-level policy making assignments in various capacities.

A comprehensive list detailing their current portfolios and newly assigned roles is provided below.

  1. Shri Shashi Prakash Goyal IAS (Uttar Pradesh 1989), presently Chief Secretary Uttar Pradesh, Commissioner, Infrastructure & Industrial Development Department (IIDC), with additional charge of Chairman, Pradeshiya Industrial & Investment Corporation (PIC UP), CEO, Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), CEO, UP State Highways Authority (UPSHA), Additional Chief Secretary, Coordination, and, Project Director – UP Diversified Agriculture Support Project (DASP), LUCKNOW, is relieved of the charges of the department of IIDC, PIC UP, UEEIDA, UPSHA, Department of Coordination, and, UP DASP.
  2. Shri Deepak Kumar IAS (Uttar Pradesh 1990), presently, Commisioner, Agricultural Production (APC), and Additional Chief Secretary (ACS), Finance, Uttar Pradesh, with additional charge of ACS, Institutional Finance, ACS, External Aided Project Department, Commissioner, Finance, Commissioner, Secondary Education, Commissioner, Basic Education, Chairman, State Vigilance Commission Administrative Tribunal-I, is relieved of the additional charge of Commissioner – Secondary Education, Commissioner – Basic Education, and is given additional charge of Commissioner – Infrastructure & Industrial Development Department (IIDC), Chairman – Pradeshiya Industrial & Investment Corporation (PIC UP), CEO – Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), ACS – UP Civil Aviation, ACS – Coordination Department, and Project Director – UP Diversified Agriculture Support Project (DASP).
  3. Shri Partha Sarthi Sensharma IAS (Uttar Pradesh 1994), presently, Principal Secretary, Medical Health & Family Welfare Department, Uttar Pradesh, with additional charge of Principal Secretary, Medical Education Department, Uttar Pradesh, is transferred and appointed as Principal Secretary – Basic Education Department, Uttar Pradesh, and Principal Secretary – Secondary Education Department, Uttar Pradesh.
  4. Shri Amit Kumar Ghosh IAS (Uttar Pradesh 1994), presently, Principal Secretary, UP Secretariat Administration Department , Principal Secretary, Animal Husbandry Dairy Development, and, Principal Secretary, Fisheries Department, Uttar Pradesh, is transferred and appointed as Principal Secretary – Medical Health & Family Welfare Department, Uttar Pradesh, with additional charge of Principal Secretary – Medical Education Department, Uttar Pradesh.
  5. Shri Mukesh Kumar Mesharam IAS (Uttar Pradesh 1995), presently, Principal Secretary, Tourism & Culture Department, Uttar Pradesh with additional charge of Religious Affairs Department, is transferred and appointed as Principal Secretary – Animal Husbandry Dairy Development, and, Principal Secretary – Fisheries Department, Uttar Pradesh.
  6. Shri Amrit Abhijat IAS (Uttar Pradesh 1995), presently, Principal Secretary, Urban Development, Urban Employment & Poverty Alleviation Department, Uttar Pradesh, is transferred and appointed as Principal Secretary – Tourism & Culture Department, Uttar Pradesh with additional charge of Religious Affairs Department, Uttar Pradesh.
  7. Shri Sanjay Prasad IAS (Uttar Pradesh 1995), presently, Principal Secretary to the Chief Minister, Uttar Pradesh, with charge of Principal Secretary – Home, Department of Confidential (Gopan), Visa Pass Port, Vigilance, Principal Secretary – Protocol, Principal Secretary, Information and Public Relations, Principal Secretary, Civil Aviation, Principal Secretary, Estate Department, is relieved from the charge of Principal Secretary – Civil Aviation, Uttar Pradesh.
  8. Shri Ajay Chauhan IAS (Uttar Pradesh 1998), presently, Principal Secretary, PWD Department, Uttar Pradesh, is transferred and appointed as CEO – UP State Highways Authority (UPSHA), Lucknow, Uttar Pradesh.
  9. Shri Alok Kumar IAS (Alok Kumar-III, Uttar Pradesh 1998), presently, Principal Secretary, Planning and Programme Implementation, Uttar Pradesh, with additional charge of Nodal Officer, One Trillion Dollar Economy, Reorganisation Coordination, Language and National Integration, General Administration Department (GAD), and, Director, Hindi Sansthan, is relieved from the charge of Principal Secretary – Reorganisation Coordination, Principal Secretary – Language and National Integration, Principal Secretary – GAD, and, Director – Hindi Sansthan, and is given additional charge of Nodal Officer – Zero Poverty Program, Uttar Pradesh.
  10. Shri P Guruprasad IAS (Uttar Pradesh 1999), presently, Principal Secretary, Revenue Department, Uttar Pradesh, with additional charge of Principal Secretary, Housing and Urban Planning Department, is relieved of Principal Secretary – Revenue Department, and given additional charge of Principal Secretary – Urban Development, Urban Employment & Poverty Alleviation Department, Uttar Pradesh.
  11. Shri Maneesh Chauhan IAS (Uttar Pradesh 1999), presently, Principal Secretary, Sports & Youth Welfare, Uttar Pradesh, is transferred and appointed as Principal Secretary – UP Secretariat Administration Department, with additional charge of Principal Secretary – Reorganisation Coordination, Principal Secretary – Language and National Integration, Principal Secretary – General Administration Department (GAD), and, Director – Hindi Sansthan, Uttar Pradesh.
  12. Shri Ranvir Prasad IAS (Uttar Pradesh 2000), presently, Principal Secretary, Food and Civil Suppies and Consumer Affairs Department, Uttar Pradesh, is given additional charge of Principal Secretary – Revenue, Uttar Pradesh.
  13. Smt Anamika Singh IAS (Uttar Pradesh 2004), presently, Secretary, Environment, Forest and Climate Change Department, Uttar Pradesh, with additional charge of CEO, Clean Air Management Project Authority, is transferred and appointed as Commissioner – Food and Civil Supplies, Uttar Pradesh.
  14. Shri Bhupendra S Chaudhary IAS (Uttar Pradesh 2004), presently, Commissioner, Food and Civil Supplies, Uttar Pradesh, is transferred and appointed as Divisional Commissioner – Bareilly, Uttar Pradesh.
