Shri Tejveer Singh, an experienced officer of the Indian Administrative Service, is widely regarded for his steady leadership, administrative versatility, and deep engagement with governance across sectors. With a career spanning nearly three decades, he has held several key positions in state and central administration, reflecting the evolving scope and responsibilities of the Indian Bureaucracy.
Academically, Shri Singh brings together a strong grounding in the humanities with advanced training in public policy and governance. He completed his graduation in History from the University of Delhi with first-class distinction, followed by postgraduate studies in History. Seeking to deepen his understanding of governance and public systems, he pursued an M.Sc. in Public Management and Governance from the London School of Economics and Political Science, where he graduated with distinction. This blend of academic disciplines has contributed to his balanced perspective on policy, administration, and institutional development.
Shri Singh began his administrative career with grassroots assignments such as Assistant Collector and Sub-Divisional Magistrate, where he gained firsthand experience in land revenue administration and local governance. His early postings as Additional Deputy Commissioner in districts like Ludhiana and Anandpur Sahib further strengthened his understanding of district-level administration and developmental coordination.
He went on to serve as Deputy Commissioner in key districts including Patiala, Chandigarh, and Amritsar. These roles involved handling law and order, development administration, and public service delivery in diverse and often complex environments. His tenure in these districts is often associated with a pragmatic approach and an emphasis on administrative responsiveness.
A significant phase of his career was his association with the Chief Minister’s Office in Punjab, where he served as Principal Secretary to the Chief Minister. This role required close involvement in policy formulation, inter-departmental coordination, and high-level decision-making, highlighting his ability to operate effectively at the core of governance.
Shri Singh has also contributed to capacity building and administrative training at the national level. His tenure at the Lal Bahadur Shastri National Academy of Administration as Deputy Director and later Joint Director involved training civil servants and shaping administrative practices. This experience reflects his engagement with institutional development and knowledge sharing within the civil services.
In the Government of Punjab, Shri Singh has handled a wide range of departments, including Planning, Rural Development, Information & Public Relations, and Coordination. These assignments demonstrate his administrative versatility and ability to manage diverse policy areas effectively.
In recent years, he has held some of the most senior positions in the state government. As Principal Secretary and later Additional Chief Secretary in the Power Department, he has been associated with managing a critical sector that underpins economic growth and infrastructure development. His role has involved overseeing policy, operations, and reforms in the energy sector—an area of significant importance for state development.
He also served as Additional Chief Secretary in the Local Government Department, where he contributed to urban governance and municipal administration. Currently, as Additional Chief Secretary in the Technical Education & Industrial Training Department, he is engaged in shaping policies related to skill development, technical education, and workforce readiness—areas that are central to economic progress and employment generation.
