Shri Sanjay Lohiya, an accomplished officer of the Indian Administrative Service, is known for his sharp administrative insight, policy depth, and extensive experience across both state and central governments. With a career marked by steady progression through key governance roles, he has contributed meaningfully to sectors such as mining, agriculture, finance, and executive administration—reflecting the diverse and evolving nature of the Indian Bureaucracy.

Academically, Shri Lohiya has demonstrated consistent excellence. He graduated with a first-class degree in Physics and further pursued a Bachelor of Science (Honours) in Physics from the prestigious St. Stephen’s College, affiliated with the University of Delhi. His academic training in a rigorous scientific discipline has endowed him with a strong analytical mindset and clarity in problem-solving—qualities that have been evident throughout his administrative career.

Shri Lohiya began his journey in public service with grassroots administrative assignments in Assam. His early roles as Sub-Divisional Officer and Additional Deputy Commissioner in districts like Nalbari provided him with hands-on experience in land revenue management and local governance. He later served as Deputy Commissioner in Darrang, Dibrugarh, and Tinsukia, where he handled district administration with a focus on effective public service delivery and coordinated development efforts.

His tenure as Commissioner in Guwahati marked an important phase in urban governance, where he was involved in municipal administration and infrastructure-related initiatives. This was followed by significant responsibilities in the state’s finance and taxation departments, where he served as Commissioner (Taxes). In these roles, he contributed to strengthening revenue systems and improving administrative efficiency in tax collection and financial management.

Shri Lohiya also held key positions in the agriculture sector in Assam, including Secretary in the Agriculture Department. His work in this domain reflected an understanding of the importance of agriculture in regional development and livelihood generation, particularly in a state with diverse agro-climatic conditions.

At the central level, Shri Lohiya’s career includes notable assignments that highlight his policy and administrative capabilities. His tenure as Director in the Prime Minister’s Office placed him at the heart of policy coordination and high-level decision-making processes. This experience provided him with a comprehensive view of governance at the national level and strengthened his ability to navigate complex administrative environments.

He further served as Joint Secretary in the Department of Agriculture & Farmers Welfare, where he was associated with policy formulation and program implementation in a sector critical to India’s economy. His ability to balance field experience with policy insight has been a recurring strength in his career.

A significant phase of his career was his association with the Government of Assam, where he served as Commissioner & Secretary to the Chief Minister and later as Principal Secretary to the Chief Minister. In these roles, he played a central part in governance coordination, policy execution, and administrative decision-making at the highest level of the state government.

Currently serving as Additional Secretary in the Ministry of Mines, Government of India, Shri Lohiya is engaged in overseeing policy and administrative aspects related to the mining sector. This sector plays a crucial role in India’s industrial growth and resource management, and his responsibilities include ensuring regulatory clarity, sectoral development, and sustainable resource utilization.
