Shri Syedain Abbasi IAS is a senior Indian Administrative Service officer of the Assam cadre, widely respected for his extensive administrative experience spanning over three decades across district, state, and central government assignments. An erudite officer with strong academic grounding, he holds a Postgraduate degree in Modern Indian History, securing First Class, which has contributed significantly to his policy-oriented and people-centric administrative approach.
At present, Shri Abbasi is serving as Additional Chief Secretary and Secretary, Department of Water Resources, Assam, while simultaneously holding the position of Additional Chief Secretary and Secretary, Public Health Engineering Department, Assam. In these crucial roles, he oversees strategic planning, policy formulation, and implementation in sectors that are central to Assam’s development agenda—water resource management and public health infrastructure. His leadership has been instrumental in strengthening governance mechanisms related to irrigation, flood management, drinking water supply, and sanitation services across the state.
Earlier, Shri Abbasi has held key central deputation assignments, notably with the Food Corporation of India (FCI) under the Ministry of Consumer Affairs, Food & Public Distribution. As Executive Director (IT) with Joint Secretary–equivalent rank, and later as Executive Director with Additional Secretary–equivalent status, he played a pivotal role in modernizing IT systems, strengthening food storage operations, and improving transparency and efficiency in food grain management. These assignments placed him at the core of India’s food security architecture and earned him recognition for administrative innovation and operational excellence.
His tenure as Joint Secretary in the Ministry of Steel further expanded his experience in managing complex industrial and mineral resource policies at the national level. He was associated with policy initiatives aimed at strengthening India’s metals sector, balancing industrial growth with regulatory oversight.
At the state level, Shri Abbasi has also served as Managing Director of Assam Power Generation Corporation Limited, where he contributed to power sector reforms, capacity augmentation, and operational streamlining. His earlier assignments include serving as Director and Deputy Secretary in the Ministry of Communications & Information Technology, where he was involved in IT policy, e-governance initiatives, and digital infrastructure development during a critical growth phase of India’s technology sector.
Shri Abbasi’s district-level experience is equally distinguished. He has served as Deputy Commissioner of Nagaon, Darrang, and Sonitpur districts, handling law and order, disaster management, land revenue administration, and development programmes. His grassroots exposure was further strengthened through roles as Additional Deputy Commissioner, Sub-Divisional Officer, Assistant Commissioner, and Project Director in Panchayat & Rural Development, giving him deep insight into rural governance and decentralized administration.
Over the years, his career reflects a rare blend of field administration, sectoral expertise, and central policy exposure. Known for his calm decision-making and institutional approach, Shri Abbasi has contributed meaningfully to governance reforms and service delivery improvements.
