Shri Surendra Kumar Bagde IAS (Maharashtra 1993) has been empanelled as Secretary at the Centre.

Shri Surendra Kumar Bagde is a senior Indian Administrative Service officer with extensive experience in public policy, administrative reforms, urban development, finance, and social sector governance. Over the course of his distinguished career in both the Government of India and the Government of Maharashtra, he has held several important leadership positions across ministries, state departments, and key public institutions. Known for his strong academic background and policy-oriented approach, he has contributed significantly to governance reforms and institutional development in India.

Surendra Kumar Bagde possesses a strong academic foundation in economics, engineering, and public policy. He holds a Ph.D. in Applied Economics from Carnegie Mellon University, Pennsylvania, one of the leading research universities in the United States. Prior to that, he completed his Bachelor of Engineering in Electronics with First Division. His advanced training in economics and analytical disciplines has played a key role in shaping his policy perspective and administrative approach throughout his career.

He currently serves as Director General (Secretary Equivalent) of the National Centre for Good Governance (NCGG), New Delhi, a premier institution under the Department of Administrative Reforms and Public Grievances in the Ministry of Personnel, Public Grievances and Pensions. He assumed this role on 25 October 2024 and is expected to serve until March 2029. In this position, he leads initiatives focused on administrative reforms, governance capacity building, and training programmes for civil servants in India and partner countries. The institution plays a key role in promoting best practices in governance and strengthening public administration systems.

Before joining NCGG, he served as **Additional Secretary in the Ministry of Housing and Urban Affairs, New Delhi from April 2021 to October 2024. In this capacity, he was associated with urban development policies and programmes aimed at improving urban infrastructure, housing initiatives, and sustainable urban growth across the country. His tenure coincided with major national urban missions focused on urban infrastructure development and modernization.

In the Government of Maharashtra, Surendra Kumar Bagde held several senior administrative roles. He served as Secretary in the Industries Department and also as Secretary in the Social Justice and Special Assistance Department, where he worked on policies related to industrial development, small-scale industries, and welfare programmes for socially disadvantaged communities. His work in these departments focused on strengthening industrial ecosystems while ensuring inclusive development through social justice initiatives.

Earlier in his career, he served as General Manager in Mumbai in a senior administrative capacity within the state government. He also held leadership roles in public sector and development institutions, including serving as Chief Executive Officer of the Maharashtra Maritime Board, where he was associated with the development and regulation of maritime infrastructure and coastal economic activities in the state. He also worked as Managing Director of the Maharashtra Film, Stage and Cultural Development Corporation, contributing to the promotion of film and cultural industries in Maharashtra.

His experience at the central government level includes an important assignment as Director in the Department of Economic Affairs, Ministry of Finance, where he was involved in economic policy matters and financial sector issues. He also served as Private Secretary to the Union Minister for Home Affairs in the Ministry of Home Affairs, providing administrative and policy support at the highest levels of government.

Surendra Kumar Bagde also took a significant study leave between 2003 and 2008 to pursue advanced academic research, during which he completed his doctoral studies at Carnegie Mellon University. This period of academic engagement strengthened his expertise in applied economics and policy analysis, which he later applied in several high-level administrative assignments.

His field-level administrative experience includes serving as District Collector of Osmanabad, where he handled district governance, development programmes, and law and order administration. He also served as Chief Executive Officer of Zilla Parishad in Sangli, where he oversaw rural development initiatives and local governance programmes. Earlier assignments include working as Project Officer in Thane and Assistant Collector in Gadchiroli, where he gained valuable grassroots administrative experience.

Throughout his career, Surendra Kumar Bagde has worked across diverse sectors including economic policy, urban development, administrative reforms, industrial development, and social welfare. His combination of academic excellence, international exposure, and extensive administrative experience has enabled him to contribute meaningfully to governance reforms and institutional strengthening in India. His leadership at the National Centre for Good Governance continues to play an important role in advancing administrative capacity and governance innovation, making him a notable figure in discussions related to governance and the evolving landscape of the Indian Bureaucracy.
