Ms. Surabhi Malik IAS (Punjab 2012) has been appointed as Director in the Ministry of Housing & Urban Affairs, Delhi under the Central Staffing Scheme for a period of five years.

IAS Surabhi Malik is a dynamic and accomplished officer of the Indian Administrative Service, known for her strong academic grounding in economics and a diverse administrative career spanning key sectors such as industry, urban development, energy, health, and district administration. An alumna of the prestigious University of Delhi, she completed her B.A. (Honours) in Economics from Lady Shri Ram College for Women with First Division, reflecting early academic excellence. She further sharpened her analytical and policy skills with an M.Sc. in Economics from the globally renowned London School of Economics and Political Science, equipping her with a strong international perspective on economic governance and public policy.

Over the years, Ms. Malik has built an impressive administrative portfolio marked by versatility and leadership across multiple domains. In her recent assignments in 2025, she served concurrently as Managing Director of the Punjab State Industrial Development Corporation (PSIDC) and the Punjab Small Industries & Export Corporation (PSIEC), along with holding the charge of Director in the Department of Commerce & Industries, Punjab. In these roles, she played a key part in driving industrial growth, facilitating investments, and promoting exports, contributing to Punjab’s economic development agenda.

Prior to this, as Chief Executive of the Punjab Energy Development Agency (PEDA), she was closely associated with advancing renewable energy initiatives and sustainable development goals in the state. Her tenure reflected a balanced approach towards energy security and environmental sustainability. She also served as Chief Administrator of the Greater Ludhiana Area Development Authority (GLADA), where she was involved in urban planning, infrastructure expansion, and improving urban governance frameworks in one of Punjab’s प्रमुख industrial hubs.

Her role as Deputy Commissioner of Ludhiana from April 2022 to January 2024 stands out as a significant phase in her career. As the administrative head of a major district, she handled complex governance challenges, ranging from revenue administration and disaster management to public service delivery. Earlier, she also served as Deputy Commissioner of Fatehgarh Sahib, further strengthening her grassroots administrative experience.

Ms. Malik’s contributions extend to the health sector as well, where she held positions such as Managing Director of the Punjab Health Systems Corporation (PHSC) and Additional Secretary in the Department of Health & Family Welfare. During this period, she was involved in strengthening healthcare systems and policy implementation, especially in critical times. Her tenure in urban development and local governance includes roles such as CEO of the Punjab Municipal Infrastructure Development Company and Special Secretary, Local Government, where she contributed to urban infrastructure financing and municipal reforms.

Beginning her career with field-level assignments such as Sub-Divisional Magistrate at Nangal and Additional Deputy Commissioner in districts like Roop Nagar and Ludhiana, she steadily rose through the ranks, gaining hands-on experience in land revenue management and district administration. These early roles laid a strong foundation for her later leadership positions.
