Shri Sunil Kumar IFoS (Punjab 1995) presently Joint Secretary- Department of Science & Technology has been appointed as Additional Secretary- Department of Science & Technology.

Shri Sunil Kumar is Joint Secretary in Department of Science and Technology, Government of India working on development of Geospatial sector policy regime for India and modernization of Survey of India, the 250 year old National Mapping Agency for the country. Preparation of High Resolution Topographic Database for the country by Survey of India and its dissemination to the end users with ease of access is his area of focus. His responsibilities include administrative oversight of 26 Autonomous Institutes under the jurisdiction of the Department for their smooth functioning.

Prior to this, he worked with Punjab Forest Department at different levels in the hierarchy of the Department in various domains including territorial management of forests, preparation of Working Plans, afforestation programs, Human Resources Management, Information Technology, Research and Extension. He finalized the service bye-laws of Punjab Forest Corporation during his stint there. He also worked as Joint Secretary, Union Public ServiceCommission heading the All India Services division where he was instrumental in effecting single window system, drafting guidelines for empanelment of Director Generals of Police, etc.

During his early professional career, he worked as Team Leader for a World Bank assisted Integrated Watershed Development Project in the Shiwalik Hills of Punjab. The Project had a bottom-up approach for planning led by large scale community participation while the watershed interventions followed ridge to valley model of treatments. He successfully pioneered various interventions through mobilization and involvement of the community.

He is a member of Indian Forest Service of 1995 batch, allocated to Punjab cadre. He did his B.Tech in Mechanical Engineering from IIT Kanpur and Master of Public Affairs from Humphrey School, University of Minnesota, USA.

He has interests in travelling, reading and when time permits, idling.
