Shri Shashi Prakash Goyal IAS (Uttar Pradesh 1989) presently Additional Chief Secretary to Hon’ble Chief Minister, Civil Aviation, State Property and Protocol Department, Government of Uttar Pradesh has been transferred and appointed as Chief Secretary- Uttar Pradesh with the additional charge of Infrastructure and Industrial Development Commissioner,  Additional Chief Secretary- Coordination Department,  Chairman- PICUP ,  Chief Executive Officer- UPEIDA and Vice Chairman and Project Director- UPSIDA.

Who is S P Goyal | Shri Shashi Prakash Goyal, a distinguished officer of the Indian Administrative Service (IAS) from the 1989 batch of the Uttar Pradesh cadre, has been appointed as the Chief Secretary to the Government of Uttar Pradesh — the topmost executive position in the state administration. This appointment is a reflection of his proven administrative acumen, rich experience across sectors, and unwavering commitment to public service.

A mathematics graduate with first-class distinction, Shri Goyal has also earned a Post Graduate Diploma in Computer Applications from IGNOU, New Delhi. His solid academic foundation complements his versatile administrative career, marked by strategic leadership, policy insight, and effective governance.

With over three decades in public service, Shri Goyal has held several pivotal positions in both the Government of Uttar Pradesh and the Government of India. Prior to his elevation as Chief Secretary, he served as the Additional Chief Secretary to the Hon’ble Chief Minister of Uttar Pradesh, besides handling key departments such as Civil Aviation, State Property, and Protocol. His tenure was noted for streamlining administrative procedures and fostering transparent governance.

At the central level, he served as Joint Secretary in the Ministry of Human Resource Development (Department of Higher Education), Government of India, from 2014 to 2017. His contributions in shaping higher education policy during this period were significant and widely acknowledged.

His earlier assignments include several terms as District Magistrate in key districts like Aligarh, Allahabad, Etawah, Mathura, and Deoria, where he demonstrated exemplary district-level governance, responsiveness to public issues, and effective disaster and law-and-order management. His grassroots experience provided him with a nuanced understanding of developmental challenges and citizen-centric administration.

Shri Goyal has also served as Principal Secretary and Project Director in the Uttar Pradesh State AIDS Control Society, Staff Officer in the Cabinet Secretariat and General Administration Department, and as Secretary to the State Public Service Commission. In each of these roles, he displayed an exceptional ability to manage both policy and operational frameworks with equal finesse.

His administrative leadership in the Civil Aviation Department as Principal Secretary and later as Additional Chief Secretary has been instrumental in advancing the state’s aviation infrastructure and connectivity, aligning it with the broader goals of economic and regional development.
