Shri Shahi Ranjan Kumar IAS (Tripura 1992) given extension in upgradation of the post of Secretary, Union Public Service Commission from the level of Additional Secretary to that of Secretary for a term up to 03.09.2026 by the Appointments Committee of the Cabinet.
The Appointments Committee of the Cabinet has approved the extension in the temporary upgradation of the post of Shri Shahi Ranjan Kumar, IAS (Tripura cadre, 1992 batch), as Secretary, Union Public Service Commission (UPSC), New Delhi, at the Secretary level, for a term up to 31 December 2028. This extension underscores the Government’s trust in his leadership and his sustained contribution to the cause of efficient public administration and fair recruitment processes.
An Electrical Engineering graduate with first-class distinction, Shri Kumar brings to the Indian Administrative Service a strong analytical foundation, technical expertise, and a methodical approach to governance. Over his three decades in service, he has handled diverse responsibilities across the Centre, States, and in inter-cadre deputations, building a portfolio of experience that spans personnel management, industrial policy, telecommunications, textiles, and rural development.
Since September 2023, Shri Kumar has been serving as Secretary of the UPSC, the nation’s apex body for civil services examinations and recruitment to various Group ‘A’ and Group ‘B’ posts. In this capacity, he has been instrumental in ensuring transparency, efficiency, and fairness in the Commission’s operations, reinforcing its credibility as an institution of national importance.
Prior to this role, he served as Additional Secretary & Financial Adviser in the Ministry of Textiles (April 2021 to August 2023), where he oversaw policy and financial matters in one of India’s key employment-generating sectors. His work supported schemes and initiatives aimed at promoting textile manufacturing, exports, and employment.
Earlier, Shri Kumar held a significant tenure in the Ministry of Communications, Department of Telecommunications (December 2013 to December 2018), where he was Joint Secretary, steering policy and operational reforms in the telecom sector—a field critical to India’s digital growth. His exposure at the National Defence College during 2018 broadened his strategic understanding of governance and national security dimensions.
In the Ministry of Commerce & Industry, Department for Promotion of Industry and Internal Trade (DPIIT), he served both as Director (2006–2011) and Deputy Secretary (2005–2006), contributing to industrial policy formulation, investment promotion, and the ease of doing business agenda.
At the State and district level, Shri Kumar’s career reflects deep grassroots engagement. He served as District Collector and Magistrate in Giridih, Jharkhand, and North Tripura, as well as Administrator of the Greater Ranchi Development Authority. His work in municipal administration, rural development, consumer affairs, and public distribution reflects a hands-on approach to governance, addressing the needs of citizens directly and effectively.
His tenure in Jharkhand and Tripura included leadership roles such as Managing Director of the State Industrial Development Corporation, Project Director in rural development projects, and SDO/Assistant Collector in various subdivisions—each adding to his rich experience in administration, planning, and execution.
Shri Kumar’s early postings in the 1990s saw him take charge of challenging assignments in rural development and district administration soon after his probation, enabling him to build a strong foundation in people-centric governance. His ability to navigate complex administrative environments—whether in the high-pressure context of district law and order or in policy-heavy central ministries—has earned him respect among peers and subordinates alike.
The extension of his tenure as Secretary, UPSC, ensures continuity in the Commission’s leadership during a period when recruitment processes are evolving with technological integration, expanded outreach, and increased emphasis on merit-based selection. His leadership is expected to further strengthen UPSC’s role as a pillar of India’s administrative framework.
