Shri Saravanan M IAS (Bihar 2002) has been appointed as Joint Secretary- Department of Space for a tenure of five years by temporarily downgrading a vacant post of AS level in the Department to JS level.
Shri Saravanan M, an Indian Administrative Service (IAS) officer of the Bihar cadre, is a seasoned administrator with extensive experience across sectors such as public works, agriculture, education, external affairs, and district administration. Academically, he holds a graduate degree in Agriculture from the Agricultural College and Research Institute, Killikulam, under Tamil Nadu Agricultural University, Coimbatore, where he secured First Division. He further pursued a postgraduate degree in Business Management from Tamil Nadu Agricultural University, also with First Division. His academic background in agriculture and management has provided him with a strong foundation for policy formulation and administrative decision-making, particularly in sectors linked to rural development and infrastructure.
Shri Saravanan began his administrative career with grassroots-level assignments, serving as Sub-Divisional Officer (SDO) in Nalanda. In this role, he handled key responsibilities related to land revenue administration, law and order, and implementation of government schemes. His early exposure to field administration helped him develop a deep understanding of governance at the local level.
He went on to serve as Deputy Development Commissioner in Gaya, where he contributed to district planning and development initiatives. His leadership abilities were further recognized with his appointment as District Magistrate and Collector in multiple districts, including Kishanganj, Rohtas, and Araria. During his tenure as District Magistrate, he was responsible for maintaining law and order, managing disaster response, implementing development programs, and ensuring effective delivery of public services. His work in these districts reflected his ability to handle complex administrative challenges and deliver results.
Shri Saravanan also held important positions in the state secretariat, particularly in departments related to agriculture and education. As Director in the Agriculture Department and later in the Horticulture Department, he contributed to policy implementation aimed at improving agricultural productivity and supporting farmers. His role in the Education Department, especially in primary education, involved strengthening institutional frameworks and enhancing access to quality education.
At the central level, he served as Private Secretary to the Minister of State in the Ministry of Personnel, Public Grievances and Pensions. This role provided him with valuable exposure to high-level governance, administrative coordination, and policy processes. He later served as Director in the Department of Commerce, where he contributed to trade and commerce-related policy matters.
An important international assignment in his career was his tenure as Research Officer at the Indian Ocean Rim Association (IORA) Secretariat in Mauritius. This foreign posting enhanced his understanding of international cooperation, regional diplomacy, and multilateral engagement, adding a global dimension to his administrative experience.
Returning to state administration, Shri Saravanan held senior leadership roles as Divisional Commissioner in Chapra and later in Muzaffarpur. In these positions, he was responsible for overseeing district administration across divisions, coordinating between departments, and ensuring effective governance at a regional level.
Most recently, he has been serving as Secretary in the Public Works Department (PWD), Bihar, handling critical infrastructure portfolios related to bridges and roads. His work in this role focuses on strengthening public infrastructure, improving connectivity, and supporting economic development through efficient execution of public works projects.
