Shri Sanjeev Khirwar IAS (AGMUT 1994) has been appointed as Commissioner- Municipal Corporation of Delhi.

Shri Sanjeev Khirwar, IAS is a distinguished officer whose career reflects depth, diversity and steady leadership across some of the most critical sectors of governance. With a strong academic foundation and nearly three decades of administrative experience, he has consistently demonstrated clarity of vision and a results-oriented approach in public service.

An alumnus in B.Tech. (Computer Science) with First Division, Shri Khirwar further strengthened his academic credentials by securing a First Division in M.A. (Economics) from Punjab University. This rare combination of technology and economics has enriched his administrative perspective, enabling him to integrate data-driven governance with sound fiscal and developmental planning.

Over the years, Shri Khirwar has held several senior assignments at the State, Union Territory and Central levels. Currently serving as Principal Secretary to the Government (Additional Secretary level), Ladakh, he oversees key portfolios including Human Resource Development/Education and Information Technology (since June 2022). In a strategically significant and geographically challenging Union Territory, his leadership has been instrumental in strengthening institutional frameworks, enhancing digital governance, and streamlining educational administration. His technology background has proven particularly valuable in promoting IT-enabled public service delivery in Ladakh.

Earlier, as Principal Secretary, Environment & Forest Department (2020–2021), he guided policy direction in environmental governance, balancing ecological preservation with sustainable development. His tenure was marked by administrative consolidation and forward-looking environmental planning.

In New Delhi, Shri Khirwar has served in pivotal roles including Principal Secretary (Personnel and General Administration) and Secretary (Finance/Revenue) at the Additional Secretary level. His stewardship in Finance and Revenue has reflected a strong command over fiscal management, regulatory oversight, and revenue administration. His concurrent role in Health & Family Welfare at senior levels further demonstrated his ability to manage complex, citizen-centric sectors requiring coordination, responsiveness, and policy sensitivity.

Between 2014 and 2018, as Commissioner (Trade Tax), he played a significant role in taxation and commerce-related administration, navigating reforms and regulatory transitions with administrative finesse. His earlier experience as Private Secretary (Director Equivalent) in the Ministry of Women & Child Development at the Centre (2009–2014) exposed him to policy formulation at the highest levels, strengthening his understanding of national governance priorities.

Shri Khirwar’s assignments have also included leadership positions in the Excise and Taxation Departments of Delhi, Andaman & Nicobar Islands, and Goa. As District Collector, Goa (1999–2002), he gained valuable grassroots administrative experience, handling land revenue management, district administration, and public interface governance. His early career postings as Sub-Divisional Magistrate and Joint Chief Electoral Officer in Chandigarh laid a strong foundation in law, elections, and district administration.

Across these diverse roles—spanning finance, health, personnel administration, environment, trade taxation, shipping, excise, urban development, and district governance—Shri Khirwar has demonstrated versatility and composure. His career progression reflects sustained trust reposed in him for sensitive and high-responsibility assignments, including holding additional charges in Personnel and Urban Development during transitional periods.

Colleagues often note his methodical approach, technological orientation, and ability to handle multifaceted portfolios simultaneously. His administrative style blends procedural rigor with adaptive governance, enabling efficient policy implementation across varied terrains—from metropolitan governance in Delhi to frontier administration in Ladakh.
