Shri Sanjay Rastogi IAS (Odisha 1991) has been empanelled as Secretary at the Centre.
Shri Sanjay Rastogi is a distinguished Indian Administrative Service officer of the Odisha cadre who has built a long and diverse career in public administration, serving in several significant leadership roles at both the Government of India and the state government level. Known for his experience in policy formulation, financial administration, trade, and governance, he has contributed to key sectors such as culture, youth affairs, textiles, commerce, transport, and industry. His administrative journey reflects a balanced mix of field-level governance and high-level policymaking responsibilities.
Sanjay Rastogi completed his B.Tech in Electrical Engineering with First Division from the prestigious Indian Institute of Technology Delhi. During his time at IIT Delhi, he also pursued M.Tech studies in Electronics and Communication, although the degree was not formally awarded. His strong academic foundation in engineering from one of India’s leading technical institutions laid the groundwork for a career marked by analytical thinking, policy insight, and administrative leadership within the civil services.
At the Government of India level, Rastogi has held several senior positions of strategic importance. He served as Director General (Additional Secretary equivalent) at the National Archives of India under the Ministry of Culture. In this role, he was responsible for overseeing the preservation, documentation, and modernization of India’s archival heritage, while also supporting initiatives to improve access to historical records and strengthen institutional archives management. His tenure at the National Archives reflected the government’s emphasis on cultural preservation and improved archival governance.
Prior to this assignment, he served as Additional Secretary and Financial Adviser in the Ministry of Youth Affairs and Sports. In this capacity, he played a crucial role in financial planning, policy oversight, and administrative coordination for major national youth development programs and sports initiatives. Before that, he held the same role of Additional Secretary and Financial Adviser in the Department of Fertilizers under the Ministry of Chemicals and Fertilizers, where he contributed to financial oversight and policy coordination related to fertilizer subsidies, agricultural input supply chains, and sectoral reforms aimed at strengthening India’s fertilizer distribution system.
One of the most notable phases of his central deputation was his tenure as Development Commissioner (Handlooms) in the Ministry of Textiles. Working through the Office of the Development Commissioner for Handlooms, he led several initiatives aimed at supporting India’s traditional handloom sector. His work focused on promoting handloom clusters, improving marketing opportunities for artisans, strengthening export potential, and implementing schemes designed to preserve traditional weaving practices while enhancing livelihoods for handloom workers across the country.
Earlier in his central government career, Rastogi held important assignments within India’s trade administration system. He served as Export Commissioner and later Zonal Joint Director General at the Directorate General of Foreign Trade, where he worked on export promotion strategies, trade facilitation policies, and regulatory frameworks governing India’s foreign trade sector. In addition, he also served as Chief Vigilance Officer at Projects & Equipment Corporation of India Limited, a public sector enterprise under the Ministry of Commerce and Industry, where he was responsible for strengthening vigilance mechanisms, transparency, and institutional accountability.
Within the Odisha cadre, Sanjay Rastogi has held several key administrative roles that shaped his reputation as an effective field administrator and policy manager. He served as Principal Secretary and Commissioner & Secretary in the state’s Commerce and Transport Department, where he worked on improving transport infrastructure, regulatory frameworks, and trade facilitation within the state. He also served as Chairman-cum-Managing Director of the Odisha State Cooperative Milk Producers’ Federation, where he contributed to strengthening the dairy cooperative network and enhancing procurement, processing, and marketing of dairy products in the state.
His earlier career postings included positions such as Vice-Chairman of the Cuttack Development Authority and Director of Industries, where he worked on urban planning initiatives and industrial development policies respectively. Rastogi also gained substantial field administration experience through his tenure as District Collector and District Magistrate of Jharsuguda and Jajpur districts, where he handled district governance, development administration, disaster management, and law-and-order responsibilities. His early service included roles such as Sub-Collector and Managing Director of the state’s Sugar Industry, giving him firsthand exposure to grassroots governance and sectoral administration.
With a career spanning decades across multiple sectors and levels of governance, Sanjay Rastogi has developed a broad understanding of India’s administrative systems. His experience ranges from district-level governance and state-level policy leadership to senior positions in the Government of India.
