Smt Radhika Rastogi IAS (Maharashtra 1995) has been empanelled as Secretary at the Centre.
Radhika Rastogi, IAS (Maharashtra Cadre) is a senior Indian Administrative Service officer known for her extensive administrative experience across the Government of India and the Government of Maharashtra. With a career spanning nearly three decades, she has served in key leadership roles in public administration, rural development, finance, industrial development, urban governance, and civil services training. Her diverse assignments across central ministries, premier government institutions, and district administration highlight her wide-ranging expertise in governance and policy implementation.
Radhika Rastogi holds a Graduate degree in Mathematics (First Class) and a Diploma in Management, which has supported her analytical and managerial approach to public administration. Over the years, she has handled a variety of complex administrative responsibilities, contributing significantly to institutional development, governance reforms, and public service delivery.
In one of her most prominent assignments, she served as Special Director (Additional Secretary Equivalent) at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, from December 2021 to December 2024 under the Ministry of Personnel, Public Grievances and Pensions. LBSNAA is the premier training institution for India’s civil servants, and in this role she contributed to the design and implementation of training programmes aimed at strengthening the administrative capacity of civil services officers. Prior to this role, she briefly served as Joint Director (Joint Secretary Equivalent) at the same academy, where she worked on programmes related to public administration and governance training.
Before joining LBSNAA, she served as Deputy Director General (Joint Secretary Equivalent) at the National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad from March 2018 to August 2021. At NIRDPR, she was involved in policy research, training, and capacity building initiatives aimed at strengthening rural governance and Panchayati Raj institutions across the country. Her work at the institute focused on improving rural development programmes, enhancing local governance mechanisms, and promoting effective implementation of development schemes.
In the Maharashtra state government, she held several important leadership roles. She served as Member Secretary of the Mumbai Metropolitan Region Development Authority (MMRDA) in Mumbai from August 2016 to March 2018. In this position, she played a key role in overseeing urban development initiatives and infrastructure planning within the Mumbai metropolitan region, one of India’s largest and most complex urban agglomerations. Prior to that, she worked as Secretary in the Finance Department of the Government of Maharashtra from January 2014 to August 2016, where she handled significant responsibilities related to fiscal management and financial administration of the state.
She also served as Managing Director of Small Industries Development Corporation Ltd (SIDCO), Mumbai, where she contributed to the promotion and development of small and medium industries in Maharashtra. Her tenure at SIDCO involved strengthening industrial infrastructure, supporting entrepreneurship, and facilitating industrial growth in the state.
Earlier in her career, she held several assignments with the Government of India, including positions in the Department of Atomic Energy in Mumbai, where she served as Director and earlier as Deputy Secretary between 2007 and 2011. She also served as Chief Executive Officer of the Children’s Film Society India, under the Ministry of Information and Broadcasting, where she was involved in promoting children’s cinema and cultural initiatives.
Her administrative career also includes significant field-level experience in district administration in Maharashtra. She served as District Collector of Parbhani, where she was responsible for overall district governance, development programmes, and law and order administration. She also served as Chief Executive Officer of Zilla Parishad in Jalna, where she worked on rural development initiatives and local governance. In addition, she held positions such as Deputy Commissioner (Sales Tax) in the state Finance Department, Sub-Divisional Officer in Nagpur, and Land Acquisition Officer in Wardha, gaining extensive grassroots administrative experience.
Through her varied assignments across sectors such as finance, rural development, urban planning, industrial development, and public administration training, Radhika Rastogi has built a strong reputation as an experienced and capable civil servant. Her career reflects a balance of field administration, policy formulation, and institutional leadership, contributing to the strengthening of governance systems at both the state and national levels. Her work in training civil servants, managing complex development institutions, and handling critical administrative responsibilities continues to make her a respected figure within the Indian Administrative Service and a notable name in discussions around Indian Bureaucracy and governance leadership in the country.
