Shri Sanjay Rastogi, an accomplished officer of the Indian Administrative Service, exemplifies a rare blend of technical acumen and administrative finesse. Born with an aptitude for analytical thinking, Shri Rastogi pursued his undergraduate studies in Electrical Engineering, graduating with distinction. He further honed his technical expertise at the prestigious Indian Institute of Technology (IIT) Delhi, where he completed his B.Tech. and M.Tech. in Electrical Engineering and Electronics & Communication, respectively. This rigorous academic training at IIT Delhi equipped him with a problem-solving mindset and a systems-oriented perspective—traits that would later define his administrative career.

Shri Rastogi’s journey in public service began with grassroots-level assignments, where he served as Sub-Collector and later as District Collector and District Magistrate in districts such as Jajpur and Jharsuguda in Odisha. These early roles were instrumental in shaping his understanding of district administration, land revenue management, and public service delivery. His tenure at the district level is often noted for its emphasis on responsive governance and efficient implementation of development programs.

As his career progressed, Shri Rastogi took on increasingly complex responsibilities across sectors including industries, urban development, education, and home affairs. His role as Vice Chairman of the Cuttack Development Authority marked a significant phase in urban governance, where he contributed to planned urban expansion and infrastructure development. Similarly, his leadership as Director in the Industries Department and Managing Director in the sugar industry underscored his ability to align industrial growth with policy objectives.

At the central level, Shri Rastogi’s contributions have been both wide-ranging and impactful. His tenure with the Directorate General of Foreign Trade (DGFT), where he served as Export Commissioner and later as Zonal Joint Director General, reflected his deep engagement with India’s foreign trade policies. He played a role in facilitating export promotion and streamlining trade procedures, contributing to a more enabling environment for Indian businesses.

In the domain of vigilance and corporate governance, his role as Chief Vigilance Officer at Projects & Equipment Corporation Ltd. (PEC) stands out. Here, he reinforced transparency mechanisms and institutional accountability, reinforcing trust in public sector operations.

One of the defining phases of Shri Rastogi’s career has been his long association with the textiles sector, particularly as Development Commissioner (Handlooms). Serving in both Joint Secretary and Additional Secretary equivalent capacities, he worked towards revitalizing the handloom sector—a vital component of India’s cultural and economic fabric. His tenure witnessed efforts aimed at improving market access, supporting artisans, and integrating traditional craftsmanship with modern value chains. Subsequently, Shri Rastogi held key positions as Additional Secretary & Financial Advisor in the Ministries of Chemicals & Fertilizers and Youth Affairs & Sports. His ability to seamlessly transition across ministries highlights his adaptability and comprehensive understanding of governance.
