Sambeet Saurav Nayak IRTS appointed CVO- Mahanadi Coalfields Ltd
Shri Sambeet Saurav Nayak IRTS (2012) has been appointed as CVO- Mahanadi Coalfields Ltd. (MCL), Sambalpur under the Ministry of Coal with pay at level 13 for an initial period of 3 years beyond 27.04.2026 .
The Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited, is one of the largest coal-producing companies in India, headquartered in Sambalpur, Odisha. It plays a crucial role in meeting the country’s energy requirements by supplying coal to major thermal power plants and industries. With extensive mining operations, large-scale contracts, and significant public investment, ensuring transparency and accountability in its functioning is of paramount importance.
The responsibility for vigilance administration within MCL rests with the Chief Vigilance Officer (CVO), who serves as the nodal authority for maintaining integrity and probity in the organisation. The CVO operates in close coordination with the Central Vigilance Commission and ensures that all vigilance guidelines and anti-corruption measures are effectively implemented across the company’s operations.
The CVO at MCL is entrusted with both preventive and punitive vigilance functions. Preventive vigilance involves identifying sensitive areas such as mining contracts, procurement processes, transportation, and project execution, and recommending systemic improvements to minimize risks of corruption or malpractice. The officer also conducts regular inspections, monitors officials in sensitive positions, and promotes awareness regarding ethical conduct and transparency among employees.
On the enforcement side, the CVO handles complaints related to misconduct or irregularities, supervises investigations, and ensures that disciplinary proceedings are carried out in a fair, impartial, and time-bound manner. The officer also advises the management on vigilance-related matters and works towards strengthening internal control mechanisms to enhance operational efficiency and accountability.
In a resource-intensive PSU like MCL, where large volumes of coal production and associated logistics are involved, the role of the CVO is particularly significant. By fostering a culture of transparency and ethical governance, the CVO helps safeguard public resources, improve organisational credibility, and ensure that the company continues to contribute effectively to India’s energy security.
