Ms. Rachna Shah IAS (Kerala 1991) presently Secretary- Department of Personnel and Training has been given the additional charge as Secretary- Department of Administrative Reforms & Public Grievances (DARPG) and Department of Pensions & Pensioners Welfare upon repatriation of present incumbent .
Ms. Rachna Shah, IAS, a distinguished officer of the 1991 batch, has built an exemplary career marked by administrative depth, policy clarity, and a steady commitment to public service. A graduate of Delhi University, she completed her B.A. (Hons) in Economics with First Class, followed by a Post-Graduate degree in Business Economics, also securing First Class. Her strong academic grounding in economics has guided her approach to governance, blending analytical precision with a keen understanding of developmental priorities.
Ms. Shah is currently serving as the Secretary, Department of Personnel & Training (DoPT) under the Ministry of Personnel, Public Grievances & Pensions. She assumed this role on 30 December 2024, where she has since been responsible for steering national-level personnel management, training systems, and capacity-building frameworks for the civil services. Her leadership in DoPT reflects a deep understanding of human resource management within the government ecosystem, strengthening administrative efficiency and modernizing service-delivery mechanisms. Ms. Shah has also held significant positions within her cadre state of Kerala. She later served twice as Additional Resident Commissioner at Kerala House, handling protocol, coordination, and liaison duties for the state government in Delhi.
Her international exposure includes a pivotal posting as Adviser to the Executive Director at the Asian Development Bank (ADB), Manila, from 2008 to 2011. This assignment provided her with global insights into development financing, macroeconomic strategies, and international collaboration—experience that continues to inform her policy orientation in India.
Earlier in her career, Ms. Shah held important roles in the Ministry of Finance, the Ministry of Science & Technology, and the Department of Personnel & Training as Director. Across these assignments, she contributed to economic affairs, ocean development, public administration reforms, and capacity-building initiatives. These varied roles strengthened her understanding of cross-sectoral governance and the interconnected nature of administrative delivery.
