Shri Praveen P Nair IAS (Tamil Nadu 2010) has been appointed as Joint Secretary- Ministry of Ports, Shipping & Waterways for a combined tenure of five years upto 10/07/2029 vice Shri R Lakshmanan IAS (Bihar 2004).
Shri Praveen P Nair is a distinguished officer of the Indian Administrative Service, whose career reflects a steady blend of technical expertise and administrative versatility. With a strong academic background in engineering and a wide range of governance experience, he represents a contemporary administrative profile shaped by both analytical rigor and practical field exposure.
He completed his Bachelor of Engineering in Electrical and Electronics Engineering from the prestigious Birla Institute of Technology and Science Pilani, graduating with First Class with Distinction. He also holds a B.E. (Hons) degree in Electrical Engineering from the same institution. Known for its emphasis on academic excellence and problem-solving, BITS Pilani provided him with a robust technical foundation that continues to inform his structured approach to administration and policy execution.
Shri Nair began his administrative journey as Sub-Collector in Hosur, where he gained firsthand experience in sub-divisional administration, land revenue management, and public service delivery. These early field assignments are critical in shaping an officer’s understanding of governance at the grassroots level, and his tenure in Hosur laid a solid foundation for his subsequent roles.
He went on to serve in the Municipal Administration and Water Supply Department of Tamil Nadu, first as Deputy Secretary and later as Regional Deputy Commissioner (Central) in the Chennai Corporation. In these roles, he dealt with urban governance, municipal administration, and public service systems in a major metropolitan setting. His work involved coordination across departments, management of civic infrastructure, and addressing the complex challenges of urban development.
A significant phase of his career has been his involvement in rural development and women’s empowerment initiatives. As Managing Director of the Tamil Nadu Corporation for Development of Women Ltd. and the State Rural Livelihood Mission, he played a key role in promoting self-help groups, financial inclusion, and livelihood opportunities for women. These roles required a blend of policy understanding and grassroots engagement, contributing to inclusive development outcomes.
His tenure as District Collector of Nagapattinam marked an important milestone in his career. As the head of district administration, he was responsible for law and order, development programs, disaster management, and coordination among various government agencies. Managing a coastal district like Nagapattinam, which is often vulnerable to natural disasters, required a proactive and responsive administrative approach.
Shri Nair’s experience also extends to rural infrastructure and public service delivery, as seen in his role as Director in the Commissionerate of Rural Development, Chennai, where he handled drinking water supply and related initiatives. Subsequently, he served as Director in the Department of Information Technology and Communication, contributing to digital governance and technology-driven administrative reforms.
At the central level, he served as Private Secretary to the Minister in the Ministry of Education, a role that involved close coordination with senior leadership, policy inputs, and administrative support at the highest levels of decision-making. Such assignments demand discretion, efficiency, and a deep understanding of governmental processes.
Currently, Shri Praveen P. Nair serves as Joint Secretary in the Ministry of Ports, Shipping and Waterways under the Government of India. In this capacity, he is involved in policy formulation, implementation, and oversight in the ports and shipping sector—an area critical to India’s trade and economic growth. His role includes coordination with stakeholders, monitoring infrastructure projects, and contributing to maritime development strategies.
