Shri Pankaj Gupta ITS (1995) presently CVO- Directorate of Ordnance (Coordination &
Services) (DOO(C&S)), Kanpur has been given premature repatriation to his parent cadre by The Appointments Committee or the Cabinet.
Shri Pankaj Gupta, an accomplished Indian Telecommunication Service (ITS) officer of the 1995 batch, has assumed charge as Chief Vigilance Officer (CVO) of the Directorate of Ordnance (Coordination & Services) with effect from 1st November 2023. His appointment comes under the Department of Defence Production, Ministry of Defence, marking a significant addition to the vigilance leadership framework of India’s defence production ecosystem.
With a strong academic foundation and nearly three decades of administrative experience, Shri Pankaj Gupta represents a blend of technical expertise, managerial acumen, and institutional governance. He holds a B.Tech in Electronics & Communication Engineering and a Post Graduate degree in Computer Science & Technology from IIT Roorkee (erstwhile University of Roorkee). Complementing his technical qualifications, he has also earned an MBA in Marketing Management, giving him a rare interdisciplinary perspective across engineering, technology, administration, and strategic management.
Throughout his career in the Indian Telecommunication Service, Shri Gupta has gained vast and diverse experience in multiple domains, including telecom management, administration, personnel management, and vigilance operations. His service journey reflects extensive field exposure, having worked across several states including Maharashtra, Gujarat, and Madhya Pradesh. In these regions, he primarily served in leadership roles such as Telecom Business Area Head and District Head, where he was responsible for operational management, service delivery, human resource coordination, and administrative oversight.
These assignments provided him with hands-on governance experience at the grassroots as well as strategic management exposure at senior operational levels. His ability to balance service delivery with regulatory compliance and organizational discipline has been a defining feature of his career.
Beyond the telecom sector, Shri Pankaj Gupta has also contributed significantly to vigilance administration through inter-governmental deputation. He served as Director of Vigilance (DoV) in the South Delhi Municipal Corporation (SDMC) under the Delhi Government, where he played a crucial role in strengthening institutional integrity systems, handling vigilance frameworks, and reinforcing transparency mechanisms within urban governance structures. This assignment further expanded his expertise beyond central services into municipal administration and civic governance.
In his current role under the Ministry of Defence, Shri Gupta’s responsibilities extend beyond a single organisation. Along with being the Chief Vigilance Officer of the Directorate of Ordnance (Coordination & Services), he also holds the position of CVO for major Defence Public Sector Undertakings (DPSUs), namely:
- AWEIL (Advanced Weapons and Equipment India Limited)
- IOL (India Optel Limited)
- GIL (Gliders India Limited)
- TCL (Troop Comforts Limited)
These organisations form the backbone of India’s defence manufacturing and logistics ecosystem, making vigilance oversight a strategically critical function. His role involves ensuring institutional integrity, ethical governance, procedural transparency, and compliance with vigilance frameworks across multiple defence production entities.
