Smt Neha Sharma IAS (Uttar Pradesh 2010), presently Inspector General (IG), Registration, Uttar Pradesh, has been transferred and appointed as Secretary, Medical Education Department and Director General (DG)- Medical Education, Uttar Pradesh.

The Secretary, Medical Education Department & Director General (DG), Medical Education, Uttar Pradesh is one of the most important administrative positions in the state’s healthcare and medical education ecosystem. The officer is responsible for formulating policies, overseeing medical education institutions, strengthening teaching infrastructure, and ensuring the effective implementation of government initiatives relating to medical, dental, nursing, and paramedical education across Uttar Pradesh. The Directorate General of Medical Education and Training functions under the administrative control of the Medical Education Department and is responsible for managing government medical colleges, dental colleges, and allied institutions in the state.

As Secretary, Medical Education, the officer heads the department at the Secretariat level and advises the State Government on matters relating to medical education, establishment of new medical colleges, faculty recruitment, infrastructure development, academic standards, budget allocation, and policy reforms. The Secretary also coordinates with the Government of India, the Ministry of Health & Family Welfare, the National Medical Commission (NMC), and other statutory bodies to ensure compliance with national standards and regulatory requirements.

In the capacity of Director General (DG), Medical Education, the officer exercises executive supervision over the Directorate General of Medical Education and Training (DGME), which manages government medical colleges, teaching hospitals, dental colleges, nursing institutions, and paramedical education establishments across Uttar Pradesh. The DG is responsible for improving academic quality, expanding healthcare education infrastructure, strengthening faculty resources, and ensuring effective administration of teaching institutions.

One of the primary responsibilities of the office is the expansion and modernization of medical education infrastructure. The Secretary and DG oversee the establishment of new government medical colleges, upgradation of existing institutions, construction of teaching hospitals, procurement of advanced medical equipment, and development of research facilities. These initiatives are aimed at improving access to quality medical education while strengthening the state’s healthcare delivery system.

The office also plays a pivotal role in admissions to undergraduate, postgraduate, super-speciality, dental, nursing, and paramedical courses. The Directorate supervises counselling processes, seat allocation, institutional coordination, and implementation of reservation policies, ensuring that admissions are conducted in a transparent and merit-based manner. The Director General also serves an important role in overseeing the counselling framework for medical education in the state.

Another key responsibility involves human resource planning and faculty management. The department oversees recruitment of teaching faculty, medical officers, technical staff, and administrative personnel for government medical institutions. It also formulates policies relating to faculty development, continuing medical education, academic excellence, and research promotion, thereby enhancing the overall quality of medical education in Uttar Pradesh.

The Secretary and DG also coordinate closely with government medical colleges, autonomous medical institutions, universities, district administrations, finance authorities, public works agencies, and health departments for the implementation of large-scale infrastructure projects and academic reforms. Effective inter-departmental coordination ensures timely execution of development programmes and efficient utilization of public resources.

Digital transformation has become another major area of responsibility. The office promotes e-governance initiatives, online counselling systems, digital academic management, hospital information systems, faculty databases, and technology-enabled administrative processes to improve efficiency, transparency, and service delivery across medical education institutions.
