Smt Renu Tiwari IAS (Uttar Pradesh 2012), presently Special Secretary, Women Welfare; Secretary, State Women Commission; and Special Secretary, ICDS, Lucknow, has been relieved from the additional charge of Special Secretary- ICDS.

The Special Secretary, Integrated Child Development Services (ICDS), Government of Uttar Pradesh, occupies a key position in the state’s child welfare and nutrition administration. Functioning within the Department of Women Welfare and Child Development, the Special Secretary assists in formulating policies, supervising programme implementation, coordinating with multiple departments, and strengthening institutional mechanisms aimed at improving the health, nutrition, education, and overall development of women and children across the state. The office plays a pivotal role in translating national and state welfare initiatives into effective grassroots interventions.

Integrated Child Development Services (ICDS) is among India’s flagship social welfare programmes, designed to address the nutritional, health, and developmental needs of children below six years of age, pregnant women, lactating mothers, and adolescent girls. Uttar Pradesh, being India’s most populous state, administers one of the country’s largest ICDS networks, covering thousands of Anganwadi Centres spread across rural and urban areas. The Special Secretary contributes significantly to ensuring that this extensive delivery system functions efficiently and reaches intended beneficiaries in a timely and transparent manner.

One of the primary responsibilities of the Special Secretary is policy planning and programme monitoring. The office supports the implementation of various schemes related to supplementary nutrition, early childhood care and education, health check-ups, immunisation, referral services, nutrition and health education, and community mobilisation. Continuous monitoring helps identify implementation gaps, improve service delivery, and strengthen programme outcomes.

The Special Secretary also works closely with district administrations, Child Development Project Officers (CDPOs), District Programme Officers, and other field-level functionaries to ensure effective coordination across all administrative levels. Regular review meetings, field inspections, performance assessments, and data-driven monitoring mechanisms facilitate efficient programme execution while promoting accountability within the delivery system.

Nutrition remains a major focus area under ICDS. The office supports initiatives aimed at reducing child malnutrition, stunting, wasting, anaemia, and low birth weight through targeted nutritional interventions, awareness campaigns, and improved service delivery. Collaboration with the Health Department under convergent programmes enables better maternal and child healthcare outcomes, including antenatal care, immunisation, growth monitoring, and nutrition counselling.

The Special Secretary also contributes to strengthening early childhood education through Anganwadi Centres, which serve as the first point of learning for millions of young children. Efforts are directed towards improving preschool education, child-friendly learning environments, caregiver engagement, and age-appropriate educational activities that promote cognitive, emotional, and social development during the formative years.

Women’s empowerment constitutes another important aspect of the role. The office supports programmes designed to improve maternal health, nutrition awareness, financial inclusion, gender sensitivity, and access to welfare benefits. Special attention is given to vulnerable communities, ensuring that government schemes effectively reach disadvantaged families, particularly those residing in rural, tribal, and economically weaker regions.

Technology has increasingly become an integral part of ICDS administration. Digital monitoring systems, beneficiary databases, mobile-based applications, and real-time reporting platforms have strengthened programme management and improved transparency. The Special Secretary oversees initiatives aimed at enhancing digital governance, enabling timely monitoring of service delivery, beneficiary tracking, nutritional outcomes, and administrative performance across districts.

Interdepartmental convergence is another critical responsibility. The office coordinates with departments such as Health, Education, Rural Development, Panchayati Raj, Food and Civil Supplies, and Social Welfare to ensure comprehensive delivery of child and maternal welfare services. Such collaboration enhances programme effectiveness while supporting holistic development outcomes for children and families.

Capacity building of frontline workers also receives considerable emphasis. The Special Secretary supports training programmes for Anganwadi Workers, Anganwadi Helpers, supervisors, and programme officers to enhance service quality, improve community engagement, and strengthen implementation of government initiatives at the grassroots level.

As Uttar Pradesh continues to prioritise human development indicators, the Special Secretary, ICDS, remains instrumental in advancing child nutrition, maternal health, early childhood education, and women’s welfare. Through effective policy implementation, administrative leadership, digital innovation, and collaborative governance, the office contributes significantly to building healthier communities, improving developmental outcomes, and strengthening the state’s commitment to inclusive and sustainable social development.
