Shri Neeraj Kharwal IAS (Uttarakhand 2007) has been appointed as MD – ITPO (India
Trade Promotion Organisation), under the Department of Commerce for a tenure of five years by the Appointments Committee of the Cabinet at Joint Secretary Level (Level 14).
Shri Neeraj Kharwal brings a wealth of experience across diverse sectors including district administration, planning, health, and education. His appointment reflects the Government of India’s emphasis on leveraging administrative acumen to strengthen national institutions that contribute to India’s economic and trade growth.
An alumnus of M.D. University, Rohtak, Shri Kharwal holds an M.B.B.S. degree in Medicine, which laid the groundwork for his analytical and problem-solving approach in public administration. His early medical background continues to influence his focus on systemic efficiency, welfare delivery, and evidence-based policy formulation.
Over the years, Shri Kharwal has held several important assignments in the Government of Uttarakhand. He served as District Magistrate of Rudraprayag and later Dehradun, where he earned recognition for his proactive approach to disaster management, land revenue administration, and public service delivery. His leadership during crucial administrative periods demonstrated his capacity to balance developmental priorities with governance efficiency.
He subsequently took on responsibilities as Additional Secretary (Health & Family Welfare) and Additional Secretary (Medical Education), where he played a pivotal role in strengthening the healthcare and medical education frameworks in the state. His tenure focused on institutional development, improved healthcare delivery, and administrative coordination across departments.
In addition, Shri Kharwal served as Joint Electoral Officer in Uttarakhand, ensuring transparent and efficient electoral processes — a hallmark of his integrity-driven approach to administration. Later, as Secretary in the Planning Department, he contributed to policy planning and implementation, emphasizing sustainable and inclusive development goals.
Before his current appointment, he also undertook a study leave at Chaudhary Charan Singh University, Meerut, reflecting his commitment to continuous learning and academic enrichment — qualities that add depth to his administrative insight.
As the Managing Director of ITPO, Shri Kharwal will oversee India’s premier trade promotion organization under the Department of Commerce, which plays a crucial role in promoting trade fairs, exhibitions, and global business linkages. His diverse administrative background and leadership skills are expected to further enhance ITPO’s contribution to India’s international trade ecosystem and strengthen its institutional framework for future growth.
