Narayan Konwar IAS empanelled as Joint Secretary
Shri Narayan Konwar IAS (Assam–Meghalaya 2010) has been empanelled as Joint Secretary at the Centre.
Shri Narayan Konwar, IAS is a senior civil servant from the Assam cadre, known for his strong academic background in political science and extensive administrative experience across census operations, district administration, higher education, and cooperative governance.
He completed his B.A. in Political Science with Second position from Ghanakanta Barua College under Gauhati University. He further pursued his M.A. in Political Science from the same university, securing First position. His academic grounding in political science has provided him with a deep understanding of governance systems, public policy, and administrative structures.
Currently, Shri Konwar serves as Registrar of Cooperative Societies, Assam (from October 26, 2022 – till date). In this capacity, he oversees the regulation, supervision, and strengthening of cooperative institutions across the state, playing a crucial role in promoting inclusive economic growth through cooperative frameworks. Simultaneously, he holds the position of Secretary, Higher Education Department, Government of Assam (from October 26, 2022 – till date), where he is responsible for policy direction, institutional development, and administrative oversight of higher education institutions in the state.
Prior to these assignments, Shri Konwar served on central deputation as Director of Census Operations, Assam, under the Registrar General and Census Commissioner of India, Ministry of Home Affairs (October 23, 2019 – October 23, 2022). In this significant role, he supervised census-related activities and demographic data management in Assam, contributing to national data systems that inform planning and policy formulation.
His district administration experience is substantial. He served as Deputy Commissioner of Sivasagar (Sibsagar), Assam (from July 14, 2016), where he managed land revenue administration, law and order, and development initiatives. Earlier, he held positions such as Additional Divisional Commissioner in Biswanath (2014–2015) and Assistant Commissioner in Sivasagar and Dibrugarh (2011–2013), gaining strong grassroots administrative experience.
In the urban development domain, Shri Konwar served as Joint Secretary in the Urban Development Authority, Guwahati, and as Additional Commissioner in the Municipal Corporation (January 2015 – May 2015), contributing to urban planning and municipal governance initiatives.
Throughout his career, Shri Narayan Konwar has demonstrated administrative depth across sectors—ranging from district governance and census administration to higher education policy and cooperative sector regulation. His progression reflects steady leadership within the Indian Bureaucracy, where academic insight and field experience converge to strengthen public institutions.
With ongoing responsibilities in higher education and cooperative governance in Assam, he continues to contribute significantly to institutional development, regulatory reform, and inclusive growth in the state.
