Shri Manoj Kumar Das IAS (Gujarat 1990), presently Additional Chief Secretary
to Chief Minister, Sachivalaya, Gandhinagar, Gujarat, is promoted and appointed as
Chief Secretary to Government of Gujarat, effective 31.10.2025, relieving Shri Pankaj Joshi IAS, who superannuates from Indian Administrative Service effective 31.10.2025.
Shri Manoj Kumar Das IAS, a 1990-batch officer of the Gujarat cadre, is among the senior-most civil servants in the state’s administrative hierarchy. A graduate in engineering, he hails from Bihar and joined the Indian Administrative Service through direct recruitment. Over a career spanning more than three decades, he has served in diverse sectors — from district administration and urban governance to energy, industry, ports, and revenue — earning recognition for his steady administrative acumen and effective leadership in critical state departments.
Shri Das previously served as Additional Chief Secretary to the Chief Minister and Additional Chief Secretary, Revenue Department. His earlier tenures as Principal Secretary, Mines Department, and Principal Secretary, Food, Civil Supplies and Consumer Affairs Department highlight his deep engagement in core governance areas linked to industrial growth, resource management, and citizen welfare.
At the operational level, Shri Das has held key municipal leadership positions, serving as Municipal Commissioner of Vadodara and Surat, where he oversaw major infrastructure and civic reforms. His prior stints as District Collector in Banaskantha, Porbandar, and Surat shaped his administrative foundation, particularly in land revenue and disaster management — critical areas for a rapidly developing state like Gujarat.
He has also worked at the central level, holding roles in the Ministry of Home Affairs, where he contributed to internal security and governance-related policy work. Known for his balanced and institutionally disciplined approach, Shri Das has played a significant role in modernizing administrative practices in Gujarat, especially in the domains of port-led development, e-governance, and public service delivery.
Having undergone specialized training in IT & E-Governance at NITIE, Mumbai, and WTO policy at IIFT, New Delhi, Shri Das combines domain expertise with a reform-oriented perspective. His leadership reflects a blend of grassroots experience and strategic policymaking — aligning administrative efficiency with Gujarat’s larger developmental vision.
