The officers empanelled as Joint Secretary are Shri Mukesh Kumar, Shri Navneet Chouhan, Shri Sandeep Bhardwaj, Shri Thomas Varghese and Shri V D Godhate. In addition to this group, Shri Shiv Ratan from the 1996 batch has also been cleared for Joint Secretary level responsibilities. Shri G Venkatesh of the 1997 batch and Shri Sanjay Kumar of the 1998 batch have been cleared for Joint Secretary roles. Their inclusion highlights the need for strengthened fiscal oversight and analytical depth in ministries dealing with public finance, expenditure frameworks and economic decision-making.

A major highlight in this round of approvals is the large-scale empanelment of nine officers from the Indian Ordnance Factory Service IOFS. The IOFS cadre is central to India’s defence production ecosystem, overseeing industrial operations, manufacturing systems, quality assurance and engineering innovation across the Ordnance Factory network. Officers empanelled from the 2002 batch include Shri Anurag Anand, Shri Ashish Kumar Gupta, Ms Deepika Lohia Aran, Shri Gurjeet Singh Dhillon, Shri Kulveer Singh Yadav, Shri Naval Kishor, Shri Ngachan Z, Shri Rajiv Kumar and Shri Vivek Virmani. Their empanelment is a major step in bolstering defence manufacturing leadership at a time when India is pushing forward with self-reliance initiatives in the defence sector.

From the Indian Post & Telecommunication Accounts and Finance Service IP&TA&FS, which handles telecom and postal finance operations, revenue accounting, audits and financial reforms across both DoT and India Post, Shri Sanjay Kumar from the 2003 batch has been empanelled for Joint Secretary or equivalent posts. His inclusion reflects the growing importance of financial structuring and revenue governance within the communications sector.

In the Indian Forest Service IFoS—India’s premier environmental and ecological governance service responsible for forest administration, wildlife protection, biodiversity conservation and environmental policy—two officers from the 2005 batch have been empanelled. The officers are Shri Amit Verma and Ms Neha Verma from Uttarakhand. Their empanelment strengthens leadership in ministries and agencies handling climate change, forestry, natural resource management and environmental reforms.

The Indian Revenue Service IRS IT, the backbone of India’s direct tax administration framework covering income tax policy, investigation, compliance monitoring and taxpayer services, has witnessed one of the largest empanelments this year. Thirteen IRS IT officers from the 2005 batch have been approved for Joint Secretary or equivalent roles. They include Shri Aakash Dewangan, Shri Anshuman Sharma, Shri Anurag Sharma, Shri J Saravanan, Shri Mukesh Kumar Jha, Shri Nikhil Varma, Ms Nishtha Tiwari, Shri Premanand J, Shri Rajat Kapoor, Ms Ramesha G, Ms Ritu Sharma, Shri Satya Pal Kumar and Shri Vipul Agarwal. Their empanelment significantly enhances senior-level policy capacity in taxation and revenue governance.

Additionally, five officers from the Indian Revenue Service Customs and Indirect Taxes IRS C&IT—responsible for customs enforcement, GST administration, anti-smuggling operations, border tax security and indirect tax policy—have been empanelled at Joint Secretary rank. Officers selected from the 2005 batch include Shri Arvind Saran, Shri Jayaprahasam S, Shri N Gandhikumar, Shri Pawan Kumar and Shri Santosh Kumar Mohanty.
