Shri Manoj Govil IAS (Madhya Pradesh 1991) presently Secretary (Coordination), Cabinet Secretariat has been given the additional charge as Secretary (Security), Cabinet Secretariat upon superannuation of Shri Harinath Mishra IPS (Kerala 1990) on 31.07.2025.
Shri Manoj Govil, a seasoned and highly respected officer of the Indian Administrative Service (IAS), Madhya Pradesh cadre (1991 batch), has been entrusted with the additional charge of Secretary (Security), Cabinet Secretariat, while serving as Secretary (Coordination) in the same department. This dual responsibility reflects the government’s continued confidence in his deep administrative acumen, mature leadership, and proven capability in handling sensitive and strategic portfolios.
An academic of rare distinction, Shri Govil holds a Bachelor’s degree in Computer Science, graduating with First Class. He furthered his academic pursuits with a Master’s in Public Policy and a Ph.D. in Philosophy, both from Princeton University, USA. His international academic exposure and technical training have imbued his administrative approach with analytical depth, global perspective, and policy-level clarity.
Over a distinguished career spanning more than three decades, Shri Govil has served in a wide spectrum of roles, both at the Centre and in his parent state. As Secretary, Ministry of Corporate Affairs and later as Secretary, Department of Expenditure in the Ministry of Finance, he led major economic policy initiatives, financial management frameworks, and reforms in public expenditure. His stint as Adviser to the Executive Director at the International Monetary Fund (IMF) in Washington D.C. added significant depth to his expertise in global finance and macroeconomic policy coordination.
At the state level, Shri Govil held multiple key roles in the Government of Madhya Pradesh, including as Additional Chief Secretary and Principal Secretary in the Finance Department, and earlier in Commercial Taxes and Public Health Engineering. His role as District Collector in Mandla and Dhamtari, and leadership positions in rural development initiatives, reflect his grounded understanding of field administration.
He also made valuable contributions in the cultural domain as Commissioner and Secretary, Archaeology, Museums & Heritage Department, and in capacity-building as Director (Budget) in the state’s Finance Department.
In the Cabinet Secretariat, as Secretary (Coordination), Shri Govil has been at the helm of inter-ministerial coordination on high-level policy matters, national initiatives, and strategic programs of the Government of India. His new role as Secretary (Security), a crucial position dealing with national security management, coordination among security agencies, and intelligence oversight, adds another vital dimension to his illustrious service career.
Known for his intellectual rigor, integrity, and balanced administrative approach, Shri Manoj Govil brings with him not only experience but also a strategic vision essential for high-level governance.
