Kindly refer to your registration number Rev/IE/22118/MC/A dated 22/11/2018 regarding the following complaint in Revenue department helpline (revhelpline-od@gov.in).
The complaint through Revenue helpline was lodged on 21/11/2018 at 10:41 PM. It is simply a mutation case. In the mean time around four(4) months have already been passed.ROR has not yet been reflected in Bhulekh website. It relates to mutation case No 12817/17, 12818/17, 12819/17 covering new khata No 2242/2, 2242/3, 2242/4 of village Patharagadia, PS Chandaka under Bhubaneswar Tahasil in the name of Nimain Charan Mallik, Sukalata Mallik and Bainsidhar Mallik.
It is reiterated that on the basis of recommendation of A.S.O Rental colony Bhubaneswar in his letter No 49 dated 13/06/17 his reminder No 67 dated 14/11/17, 7 cases such as WP(C)Nos 23413/13,23412/13, 23411/13, ,22618/16,22701/16,22700/16, 22703/16. Tahasildar Bhubaneswar issued ROR in 4 cases out of 7 cases. These underlined 3 cases were left out due to NON PAYMENT OF BRIBE TO MR HARIHAR BARIK, RECORD KEEPER OF Bhubaneswar Tahasil and Mr. MANAS RANJAN BHOI.THETHEN ADDITIONAL TAHASILDAR now TAHASILDAR, JAGAT SINGH PUR.
I have also approached to Tahasildar, Addl Tahasildar Mr.P.K. Samal BBSR and Sub-collector Bhubaneswar several times(C.C.T.V is the only record ). But no action has been taken by them on the matter.
In the above backdrop Tahasildar Bhubaneswar may please be directed to issue ROR and reflect it in Bhulekh website in favour of Nimain Charan Mallik, Sukalata Mallick and Bainsidhar Mallick on the basis of Bhubaneswar Tahasil mutation case No 12817/17, 12818/17 and 22819/17 and obliged.

On the basis of the Hon’ble High court of Odisha dated 15/12/16
Vide w.p(c) case No 23411,23412 and 23413. ASO, Rental colony
Bhubaneswar passed order in objection case No. 9287/12, 9288/12 and
9289/12 of village Pathara Gadia , P.S Chandaka, to record the land in
favor of Sukalata Mallick, Bainshidhar Mallick and Nimain Charan
Mallik respectively by way of purchase through registered saledeed.
Tahasildar Bhubaneswar was requested by the ASO, rental colony
Bhubaneswar in his letter No 49 dated 13/06/17 and reminded again vide
letter No 67 dated 14/11/17 to implement his orders and issue of ROR
in favour of Sukalalata Mallick ,Bainshidhar Mallick and Nimain Charan
Mallik following the direction of Hon’ble High court. Tahasildar
Bhubaneswar has not reflected it in the Bhulekh Website although one
and half year(22/06/2017 to till date) has already been passed. Sri
Manas Ranjan Bhoi, Additional Tahasildar and Sri Harihar Barik ,
Record Keeper of Bhubaneswar Tahasil were asking me bribe of Rs
1,00000(One Lakh ) for issue of ROR in our favour which I objected.
Tahasildar , Bhubaneswar
may be directed to issue ROR and reflect it in Bhulekh website on the
basis of orders of ASO rental colony red with above high court orders
and obliged.
