Major IAS Reshuffle in Bihar, Eleven Officers Transferred – Get the Latest Updates

Indian Bureaucracy, Patna, February 12, 2025| In a late evening announcement, the Bihar government notified transfer of eleven IAS officers across the state. Among the key changes, Ajay Yadav, a 2005-batch officer, has been appointed Secretary of the Education Department, while Animesh Kumar Parashar takes over as Managing Director of the Bihar Urban Infrastructure Development Corporation. Udayan Mishra has been named Special Secretary and Director of Tourism. Below are the details of the officers and their new assignments.

1. Shri Ajay Yadav IAS (Bihar 2005), on return from Central Deputation and awaiting posting, is appointed as, Secretary – Education Department, Bihar, with additional charge of Director – Bihar State Higher Education, and, Managing Director – Bihar State Textbook Publishing Corporation.
2. Shri Dinesh Kumar IAS (Bihar 2007), presently, Commissioner, Bhagalpur, is transferred and appointed as, Commissioner – Munger, Bihar.
3. Shri Animesh Kumar Parashar IAS (Bihar 2010), presently, CEO-cum-Municipal Commissioner – Municipal Corporation, Patna, with additional charge as, Special Secretary, Urban Development and Housing Department, Bihar, is given additional charge of Managing Director – Bihar Urban Infrastructure Development Corporation Ltd (BUIDCo).
4. Shri Udayan Mishra IAS (Bihar 2011), presently, Director, Science, Technology and Technical Education Department, Bihar, is transferred and appointed as, Special Secretary – Tourism Department, Bihar, with additional charge Director – Tourism, Bihar.
5. Shri Pawan Kumar Sinha IAS (Bihar 2013), presently, Settlement Officer, Jamui, Bihar, is transferred and appointed as, Additional Secretary – Water Resources Department, Bihar.
6. Shri Shyam Bihari Meena IAS (Bihar 2014), presently, Director, Employment & Training, with additional charge of Director, Scheduled Caste and Scheduled Tribe Welfare Department, Bihar, is appointed as, Director – Scheduled Caste and Scheduled Tribe Welfare Department, Bihar.
7. Shri Rajesh Kumar IAS (Bihar 2014), presently, Settlement Officer, Purnia, Bihar, is transferred and appointed as, Additional Secretary – Parliamentary Affairs Department, Bihar.
8. Shri Ahmad Mehmood IAS (Bihar 2014), presently, Additional Secretary, Science, Technology and Technical Education Department, Bihar, is given additional charge of Director – Science, Technology and Technical Education Department, Bihar.
9. Shri Vijay Prakash Meena IAS (Bihar 2016), presently, State Commissioner Disabilities, Bihar is transferred and appointed as, Additional Secretary – Urban Development and Housing Department, Bihar.
10. Shri Yogesh Kumar Sagar IAS (Bihar 2017), presently, Managing Director, Bihar Urban Infrastructure Development Corporation Limited (BUIDCo), is transferred and appointed as, Director – Disabilities Department, Social Welfare Department, Bihar, with additional charge of Joint Secretary – Social Welfare Department, Bihar.
11. Shri Abhay Jha IAS (Bihar 2017), presently, Managing Director, Bihar State Text Book Publishing Corporation Ltd, is transferred and appointed as, Joint Secretary – Rural Works Department, Bihar.
