He replaces Lokesh M, who was removed from the post following the tragic death of an engineer, Yuvraj Mehta, after he reportedly fell into a roadside ditch in Noida’s Sector-150. Krishna Karunesh has a strong academic foundation that complements his administrative experience. He holds a B.A. (Honours) in Geography from Vinoba Bhave University, Hazaribagh, where he secured a First Division. He later completed his LL.B. from the same university, followed by a Master’s degree in Public Policy from IGNOU, New Delhi, again in First Division. This blend of geography, law, and public policy has shaped his structured and legally grounded approach to governance.
Over the years, Krishna Karunesh has held several key field and administrative positions across Uttar Pradesh. Most notably, he has served as District Collector and District Magistrate of Gorakhpur, a high-profile district with complex administrative and law-and-order challenges. During his tenure, he earned a reputation for strict enforcement of rules, decisive leadership, and close monitoring of development and welfare projects. Discipline, quick decision-making, and clearly defined accountability mechanisms were hallmarks of his functioning as District Magistrate.
Earlier, he also served as District Magistrate and Collector of Balrampur and Hapur, where he dealt extensively with land revenue management, disaster management, and district administration. His experience in managing both urban-adjacent districts and relatively backward regions has given him a balanced administrative perspective.
In the urban development sector, Krishna Karunesh has held the important position of Vice Chairman, Ghaziabad Development Authority (GDA), equivalent to the rank of Deputy Secretary. In this role, he handled critical aspects of urban planning, housing projects, and municipal coordination—experience that is directly relevant to his new responsibilities at the Noida Authority. He has also served as Chief Development Officer (CDO), Ghaziabad, focusing on rural development and implementation of flagship government schemes.
At the early stages of his career, he worked as Joint Magistrate in Ghaziabad and Kushinagar, gaining hands-on experience in land revenue administration and sub-divisional governance. Like all AIS officers, he underwent foundational and professional training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
As the new CEO of Noida Authority, Krishna Karunesh is expected to focus on strengthening administrative transparency, enforcing construction and site safety norms, and fixing official responsibility at various levels. Builder projects, infrastructure quality, civic amenities, and timely grievance redressal are likely to be among his top priorities.
