Shri Harsh Mangla IAS (Jharkhand 2008) has been appointed as Joint Secretary- Department of Health & Family Welfare for an overall tenure of five years upto 24.01.2027 vice Ms. Latha Ganapathy IAS (Tamil Nadu 2007) by the Appointments Committee of the Cabinet at Joint Secretary Level (Level 14).
Shri Harsh Mangla IAS, an accomplished officer of the 2008 batch of the Indian Administrative Service (IAS) from the Jharkhand cadre, has been appointed as Joint Secretary in the Department of Health & Family Welfare, Government of India. A dynamic and results-driven administrator, Shri Mangla brings with him a strong academic foundation and extensive experience across diverse domains of governance.
He completed his B.Com (Honours) from Delhi University’s PGDAV College (Day) with first division and went on to become a Chartered Accountant through the Institute of Chartered Accountants of India. To strengthen his administrative expertise, he earned a Master’s degree in Public Policy & Management from Indira Gandhi National Open University (IGNOU), securing first division. Shri Mangla also undertook specialized certificate courses from The World Bank in Procurement and Contract Act, both with distinction, reflecting his commitment to continuous learning and professional excellence.
During his illustrious career, Shri Mangla has served in a variety of challenging administrative and leadership roles. His experience includes serving as Director, Health & Family Welfare, Director, School Education Department, and Tribal Welfare Commissioner, where he played a pivotal role in policy implementation, capacity building, and program delivery. He has also held field postings as Deputy Commissioner of Garhwa, Godda, and Dumka, where he earned recognition for strengthening grassroots governance and promoting developmental initiatives.
In addition to his administrative responsibilities, Shri Mangla held the post of Joint Secretary in the SC/ST Welfare Department, Jharkhand, where he focused on empowerment and inclusion. He also served as Inspector General (Jails), Director, Housing & Urban Development Department, and Administrator, Central Co-operative Bank Ltd., Dumka, showcasing his versatile governance experience across finance, housing, urban development, and home administration.
Known for his analytical acumen and people-centric approach, Shri Mangla has consistently demonstrated his ability to balance efficiency with empathy. His diverse administrative background in sectors like education, tribal welfare, and healthcare positions him well to contribute meaningfully to policy planning and implementation in the Department of Health & Family Welfare.
