Indian Bureaucracy News, New Delhi, March 23, 2026 | Shri Harikesh Meena IAS (Himachal Pradesh 2012), presently Special Secretary, The Department of Youth Services and Sports, Himachal Pradesh, Shimla, is appointed as Director – Ministry of Skill Development and Entrepreneurship, New Delhi, on central deputation basis for a period of five years under Central Staffing Scheme (order dated 23.03.2026).
Shri Meena is known for his extensive field and administrative experience across district and state-level governance. Born on 14 August 1981 in Rajasthan, he is a direct recruit to the Indian Administrative Service and is fluent in Hindi and English. He holds a B.Tech. degree in Electrical Engineering from the Indian Institute of Technology (IIT) Kanpur.
Over the course of his career, Shri Meena has served in diverse roles across revenue administration, district governance, infrastructure development, and energy management. He began his career as Assistant Commissioner (Under Training) and Assistant Commissioner (Development), and later served as Sub-Divisional Officer (Civil) in Solan, gaining experience in land revenue management and district administration. His career progressed with senior responsibilities, including Special Secretary in the Public Works Department (Bridges & Roads), Shimla, where he was involved in infrastructure planning and execution. Subsequently, he served as Deputy Commissioner of Chamba, overseeing district administration, law and order, and development coordination. He has also served as Director in the Energy Department of Himachal Pradesh, contributing to policy implementation and sectoral development.
