Shri H Krishnanunni IAS (Tamil Nadu 2012) presently Managing Director, Tamil Nadu Medical Services Corporation, is transferred as Director – Animal Husbandry and Veterinary Services, Chennai, Tamil Nadu.
Shri H. Krishnanunni IAS, a 2012-batch Indian Administrative Service (IAS) officer of the Tamil Nadu cadre, has built a distinguished career marked by assignments in district administration, finance, public administration, and healthcare management. Known for his administrative acumen and commitment to public service, he has contributed significantly to governance reforms and the efficient implementation of government policies across diverse sectors.
An engineering graduate, Shri Krishnanunni holds a Bachelor of Technology (B.Tech.) in Electrical Engineering from the University of Kerala, Thiruvananthapuram. His technical background, combined with administrative expertise, has enabled him to effectively manage complex governance and public sector responsibilities.
Since October 11, 2025, Shri Krishnanunni has been serving as the Managing Director, Tamil Nadu Medical Services Corporation Limited (TNMSC). In this capacity, he oversees one of the country’s most acclaimed public procurement agencies, responsible for the procurement, quality assurance, warehousing, and distribution of medicines, medical equipment, and healthcare supplies to government hospitals across Tamil Nadu. His leadership contributes to strengthening the State’s public healthcare delivery system through efficient supply chain management and transparent procurement practices.
Earlier, he served in the Government of India as Private Secretary to the Minister of State for Electronics and Information Technology from September 2024 to August 2025, where he gained valuable experience in policy coordination, ministerial support, and inter-governmental administration at the national level.
Before his Central deputation, Shri Krishnanunni held important positions in the Government of Tamil Nadu, including Commissioner, Treasuries and Accounts in 2024 and Joint Secretary, Finance Department between May 2023 and July 2024. These assignments provided him with extensive exposure to public financial management, budgetary administration, treasury operations, and fiscal governance.
His early career was firmly rooted in field administration. After completing his training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, he served as Assistant Collector, Erode from 2014 to 2015, followed by an assignment as Sub Collector beginning in 2016, where he handled revenue administration, developmental programmes, disaster management, and implementation of government welfare schemes at the grassroots level.
With experience spanning healthcare administration, finance, district governance, and policy support at both the State and Central levels, Shri H. Krishnanunni IAS has emerged as a versatile administrator. His diverse assignments reflect a commitment to efficient public administration, transparent governance, and strengthening institutional systems, particularly in the areas of healthcare management and public service delivery.
The Director, Animal Husbandry and Veterinary Services, Chennai, Tamil Nadu, heads one of the State’s most important departments dedicated to livestock development, animal healthcare, and veterinary services. Functioning under the Department of Animal Husbandry, Dairying, Fisheries and Fishermen Welfare, Government of Tamil Nadu, the Director is responsible for planning, implementing, and monitoring programmes that promote livestock productivity, safeguard animal health, and strengthen rural livelihoods. The office plays a pivotal role in supporting the State’s agricultural economy by ensuring sustainable development of the livestock sector.
As the administrative and technical head of the Directorate, the Director oversees an extensive network of veterinary hospitals, dispensaries, polyclinics, disease diagnostic laboratories, breeding centres, and field units spread across Tamil Nadu. These institutions provide preventive, curative, and emergency healthcare services to livestock, poultry, companion animals, and other domestic animals, ensuring accessible veterinary care for farmers and livestock owners.
One of the primary responsibilities of the Director is the implementation of livestock development programmes aimed at improving productivity through scientific breeding, genetic improvement, and breed conservation. The Directorate promotes artificial insemination, embryo transfer technologies, fodder development, and scientific livestock management practices to enhance milk, meat, egg, and wool production while preserving indigenous breeds.
Animal disease prevention and control constitute another critical area of responsibility. The Director supervises statewide vaccination campaigns, disease surveillance, epidemiological monitoring, and rapid response mechanisms for controlling infectious and zoonotic diseases such as Foot and Mouth Disease (FMD), Brucellosis, Peste des Petits Ruminants (PPR), and Avian Influenza. Close coordination with national agencies and research institutions strengthens the State’s preparedness against animal health emergencies.
The Directorate also plays a significant role in implementing flagship schemes of both the Government of India and the Government of Tamil Nadu relating to livestock development, dairy farming, poultry, goat and sheep rearing, piggery, and entrepreneurship promotion. The Director ensures effective implementation of these programmes through coordination with district administrations, veterinary officers, dairy cooperatives, and farmer producer organisations, thereby supporting income generation and rural employment.
Capacity building and extension services form an integral part of the Directorate’s functioning. The Director encourages farmer training programmes, veterinary education, awareness campaigns, and dissemination of scientific livestock management practices. These initiatives help farmers adopt modern technologies, improve productivity, and reduce economic losses arising from disease and poor management.
The office also oversees regulatory functions relating to veterinary services, animal welfare, and quality standards. Monitoring the availability of veterinary medicines, strengthening diagnostic facilities, promoting biosecurity measures, and ensuring compliance with animal welfare regulations contribute to maintaining high standards of veterinary care throughout the State.
Administrative leadership remains central to the position. The Director supervises departmental personnel, manages financial and institutional resources, reviews programme implementation, and promotes digital governance initiatives for improved service delivery and efficient monitoring of veterinary services.
As Tamil Nadu continues to strengthen its livestock sector and rural economy, the office of the Director, Animal Husbandry and Veterinary Services assumes increasing importance. Through scientific livestock development, robust animal healthcare systems, disease control programmes, farmer-centric initiatives, and effective policy implementation, the Directorate contributes significantly to food security, rural prosperity, public health, and sustainable agricultural development, reinforcing Tamil Nadu’s position as one of India’s leading states in animal husbandry and veterinary services.
