His academic foundation lies in engineering, having completed his Bachelor of Engineering in Mechanical Engineering from institutions affiliated with Rajiv Gandhi Proudyogiki Vishwavidyalaya, including the Government Engineering College Jabalpur. He graduated with First Class and later with First Class with Distinction, reflecting consistent academic excellence. Seeking to broaden his perspective, he pursued a Master of Science in Development Management from University College London, where he again secured First Class with Distinction. This combination of engineering precision and developmental insight has informed his administrative approach.

Mr. Mishra began his career with foundational training at the Lal Bahadur Shastri National Academy of Administration, the premier training ground for civil servants in India. His early field assignments as Assistant Collector in Singrauli and Sub-Divisional Officer in Betul provided him with direct exposure to grassroots governance, land revenue administration, and district-level challenges. These roles are often formative in shaping an officer’s understanding of public service delivery.

He further strengthened his field experience through roles such as Chief Executive Officer in Panchayat and Rural Development in Harda, where he engaged closely with local governance institutions and rural development initiatives. As Additional Collector in Harda, he handled responsibilities related to district administration and revenue management, demonstrating administrative versatility.

His tenure as District Collector in Alirajpur and later in Sehore marked a significant phase in his career. In these roles, he was responsible for overall district administration, including law and order, development programs, and coordination among various government departments. Such assignments require a careful balancing of policy priorities and local needs, and they remain central to the ethos of Indian Bureaucracy.

Mr. Mishra’s transition into state-level administrative roles included his appointment as Deputy Secretary in the Jail Department of Madhya Pradesh, followed by his role as Officer on Special Duty in the Finance Department. These assignments expanded his exposure to institutional management and financial governance, adding depth to his administrative experience.

A notable phase of his career has been his leadership in the energy sector. As Managing Director of Madhya Kshetra Vidyut Vitran Company Limited and the Central Zone Electricity Distribution Company in Bhopal, he was responsible for overseeing electricity distribution, operational efficiency, and service delivery in a critical infrastructure sector. These roles demanded both managerial acumen and technical understanding, given the complexities of power distribution and public service expectations.

At the central level, Shri Mishra has been associated with the Department of Personnel and Training, serving at the Lal Bahadur Shastri National Academy of Administration. As Director and subsequently as Joint Director (Joint Secretary equivalent), he has contributed to the training and capacity building of civil servants. His role involves designing training modules, mentoring officers, and strengthening institutional frameworks that shape the future of public administration in India.
