Shri Rohan Chand Thakur IAS (Himachal Pradesh 2009) has been appointed as CEO – National Land Monetization Corporation (NLMC), (JS level) under the Department of Public Enterprises for a combined tenure of five years upto 27/02/2030 vice Shri Vikas Anand IAS (UT:2002).

His academic pursuits extended internationally, including participation in the Chevening Gurukul Leadership Programme at the University of Oxford, focusing on international politics. He later earned a Master of Public Administration from Harvard University, securing an ‘A+’ grade, further strengthening his expertise in public policy and governance.

Shri Thakur began his administrative career with foundational training and early field assignments in Himachal Pradesh, including roles as Assistant Collector and Sub-Divisional Officer (Civil) in districts such as Sirmaur and Bilaspur. These early postings provided him with essential exposure to land revenue administration, grassroots governance, and public service delivery—elements central to the ethos of the Indian Bureaucracy.

He subsequently served as Additional Deputy Commissioner-cum-Chief Executive Officer in Kangra, where he engaged closely with rural development initiatives and local governance structures. His tenure as Deputy Commissioner in Hamirpur and later in Shimla marked significant phases in his field administration career. In these roles, he was responsible for district administration, including development programs, law and order, and coordination across departments. Managing districts with varied socio-economic dynamics required a balanced and responsive administrative approach.

Transitioning to state-level roles, Shri Thakur held positions in information technology, skill development, and finance. As Director in the Department of Information Technology and Communication, he contributed to digital governance initiatives. His involvement in skill development and entrepreneurship further reflected his engagement with capacity building and economic growth.

A notable aspect of his career has been his leadership in financial and corporate institutions. As Managing Director of the Himachal Pradesh Financial Corporation, he was involved in institutional finance and industrial support. He also served as Managing Director in departments related to skill development and later led the Himachal Road Transport Corporation, where he handled corporate management, operational efficiency, and public transport systems. These roles required a blend of administrative oversight and business-oriented decision-making.

His tenure as Excise and Taxation Commissioner in Himachal Pradesh added further depth to his experience in financial administration and revenue systems. Following this, he availed study leave at Harvard, enhancing his academic and policy perspective before returning to public service.

At the central level, Shri Thakur served as Director in the Department of Financial Services under the Ministry of Finance, where he was involved in banking and financial policy matters. This role provided him with exposure to national-level financial governance and regulatory frameworks.

Currently, he serves as Chief Executive Officer (Joint Secretary equivalent) of the National Land Monetization Corporation under the Government of India. In this capacity, he is responsible for overseeing asset monetization strategies, investment frameworks, and financial structuring related to public sector assets. This role places him at the intersection of public finance and strategic asset management, an area of growing importance in India’s economic policy landscape.
