Shri Tuhin Kanta Pandey IAS (Odisha 1987), presently, Finance Secretary, Department of Investment and Public Asset Management, Ministry of Finance, appointed as Secretary – Department of Revenue, Ministry of Finance, in place of Shri Arunish Chawla IAS (Bihar 1992). Shri Tuhin Kanta Pandey IAS will continue as Finance Secretary.
Shri Pandey, a 1987-batch Indian Administrative Service (IAS) officer of the Odisha cadre, has held prominent roles in both the Union and State Governments. He previously served as Secretary of three key departments; the Department of Investment & Public Asset Management (DIPAM) since October 24, 2019, the Department of Public Enterprises (DPE) since August 1, 2024, and the Department of Personnel and Training since November 4, 2024. Both DIPAM and DPE function under the Ministry of Finance.
In his career with the Union Government, Shri Pandey held significant positions, including Joint Secretary in the Planning Commission (now NITI Aayog), Joint Secretary in the Cabinet Secretariat, and Deputy Secretary in the Ministry of Commerce. His contributions in the State Government of Odisha were equally notable, where he served as the administrative head of the Departments of Health, General Administration, Commercial Taxes, Transport, and Finance. He also held leadership roles as the Executive Director of the Odisha State Finance Corporation and Managing Director of the Odisha Small Industries Corporation. Shri Pandey’s international experience includes a tenure at the Regional Office of the United Nations Industrial Development Organisation (UNIDO).
Academically, Shri Pandey holds a Master’s degree in Economics from Panjab University, Chandigarh, and an MBA from the University of Birmingham, UK.
