Indian Bureaucracy News, New Delhi, September 02, 2025| The Ministry of Finance has effected a major reshuffle, transferring twenty-three (23) senior officers of the Indian Civil Accounts Service (ICAS) across various central ministries. The reshuffle covers senior positions including Principal Chief Controller of Accounts, Chief Controller of Accounts, Deputy Controller General of Accounts, and Controller of Accounts.

Suman Bala (ICAS 1991) Principal Chief Controller for External Affairs has been given MoRTH as an additional charge, Dr Jaideep Kumar Mishra (ICAS 1993) has been appointed as Principal Chief Controller of Accounts for the Central Board of Direct Taxes (CBDT) with additional charge of the Ministry of Home Affairs. Dr Ajay Shanker Singh (ICAS 1994) has been promoted and takes charge as Chief Controller of Accounts, Ministry of Home Affairs, succeeding Smt T C A Kalyani (ICAS 1991), who was recently promoted as Controller General of Accounts, Government of India. Shri Rajesh Kumar (ICAS 1994) has been appointed Principal Chief Controller of Accounts for the Central Board of Indirect Taxes and Customs (CBIC).

Detailed list of officers with their present and new postings is given below.

  1. Smt Suman Bala ICAS (1991), presently Principal Chief Controller of Accounts, Ministry of External Affairs, New Delhi, is given additional charge of Principal Chief Controller of Accounts – Ministry of Ports, Shipping and Waterways & Ministry of Road Transport and Highways, New Delhi.

  2. Dr Jaideep Kumar Mishra ICAS (1993), presently Principal Chief Controller of Accounts, Office of CGA, New Delhi, is transferred and appointed as Principal Chief Controller of Accounts – CBDT, New Delhi, with additional charge of Principal Chief Controller of Accounts, Ministry of Home Affairs, New Delhi.

  3. Shri Rajesh Kumar ICAS (1994), presently Principal Chief Controller of Accounts, Office of CGA, New Delhi, is transferred and appointed as Principal Chief Controller of Accounts – CBIC, New Delhi.

  4. Dr Ajay Shanker Singh ICAS (1994), presently Chief Controller of Accounts, Ministry of Information and Broadcasting, New Delhi, is promoted to Higher Administrative Grade (HAG) and appointed as Chief Controller of Accounts – Ministry of Home Affairs, New Delhi.

  5. Shri Rokhum Lalremruata ICAS (1996), presently Chief Controller of Accounts, Ministry of Home Affairs, New Delhi, is transferred and appointed as Joint Controller General of Accounts – Office of CGA, New Delhi.

  6. Shri Akhilesh Jha ICAS (1996), presently Chief Controller of Accounts, Ministry of Rural Development, New Delhi, is given additional charge of Chief Controller of Accounts – Ministry of Information & Broadcasting, New Delhi.

  7. Dr Kavitha Gotru ICAS (1998), presently Chief Controller of Accounts, Ministry of Textiles and Department of Commerce, New Delhi, is given additional charge of Chief Controller of Accounts – Ministry of Industry, New Delhi.

  8. Shri Pankaj Sharma ICAS (2000), returning from deputation is appointed as Director – Institute of Government Accounts and Finance (INGAF), New Delhi.

  9. Ms Sanchita Shukla ICAS (2000), presently Joint Controller General of Accounts, Office of CGA, New Delhi, is given additional charge of Chief Controller of Accounts – Ministry of Electronics & Information Technology and Ministry of New & Renewable Energy, New Delhi.
  10. Shri Chandan Mishra Dwivedi ICAS (2001), presently Chief Controller of Accounts, Ministry of Agriculture and Farmers Welfare, is given additional charge of Chief Controller of Accounts – Ministry of Environment, Forest & Climate Change, New Delhi.

  11. Shri Satish Kerba Jadhav ICAS (2005), presently Chief Controller of Accounts, Central Board of Direct Taxes (CBDT), New Delhi, is appointed as Joint Controller General of Accounts – Office of CGA, New Delhi, with additional charge of Chief Controller of Accounts – CBDT, New Delhi.

  12. Shri Samsher Ali ICAS (2009), presently Director, Finance, CPWD, Ministry of Housing & Urban Affairs, New Delhi, is transferred and appointed as Senior Controller of Accounts – Ministry of Industry, New Delhi.

  13. Shri Amit Malhan ICAS (2013), presently Controller of Accounts, Ministry of Civil Aviation & Tourism, New Delhi, is given additional charge of Deputy Controller General of Accounts – Office of CGA, New Delhi.

  14. Ms Deepti Jindal ICAS (2014), presently Deputy Controller General of Accounts, Office of CGA, New Delhi, is transferred and appointed as Controller of Accounts – Ministry of Statistics and Programme Implementation, New Delhi, relieving Shri Poorva Meena ICAS (2014).

  15. Shri Narinder Pal Singh ICAS (2014), presently Controller of Accounts, Ministry of Housing and Urban Affairs, New Delhi, is transferred and appointed as Controller of Accounts – Ministry of Home Affairs, New Delhi.

  16. Mr Poorva Meena ICAS (2014), presently Controller of Accounts, Ministry of Statistics and Programme Implementation, New Delhi, is transferred and appointed as Controller of Accounts – Ministry of Consumer Affairs, Food and Public Distribution, New Delhi, relieving Shri Vikas Singh ICAS (2018).

  17. Ms Stuti Ghildiyal ICAS (2015), presently Deputy Controller General of Accounts, Office of CGA, New Delhi, is transferred and appointed as Controller of Accounts – Central Pension Accounting Office, New Delhi.

  18. Shri Narender Singh ICAS (2015), presently Deputy Controller General of Accounts, Office of CGA, New Delhi, is transferred and appointed as Director – Finance, CPWD, Ministry of Housing & Urban Affairs, New Delhi, relieving Shri Samsher Ali ICAS (2009).

  19. Shri Anang Rawat ICAS (2017), presently Deputy Director, Fiscal Responsibility and Budget Management (FRBM), Budget Division, Department of Economic Affairs, is appointed as Assistant Controller General of Accounts – Office of CGA.

  20. Shri Himanshu Srivastava ICAS (2018), presently Deputy Controller of Accounts, Ministry of Electronics & Information Technology, New Delhi, is transferred and appointed as Deputy Director – Fiscal Responsibility and Budget Management (FRBM), Budget Division, Department of Economic Affairs, New Delhi, relieving Shri Anang Rawat ICAS (2017).

  21. Shri Vikas Singh ICAS (2018), presently Deputy Controller of Accounts, Ministry of Consumer Affairs, Food and Public Distribution, New Delhi, is transferred and appointed as Deputy Controller of Accounts – Ministry of Electronics & Information Technology, New Delhi, relieving Shri Himanshu Srivastava ICAS (2018).

  22. Ms Samya Bhushan ICAS (2018), presently Deputy Controller of Accounts, Ministry of Agriculture & Farmers Welfare, New Delhi, is transferred and appointed as Assistant Controller General of Accounts – Office of CGA, New Delhi.

  23. Shri Vivesh ICAS (2020), presently Assistant Controller General of Accounts, Office of CGA, New Delhi, is transferred and appointed as Deputy Controller of Accounts – Ministries of Ports, Shipping and Waterways & Road Transport and Highways, Delhi.
