Indian Bureaucracy News, Bengaluru, September 2, 2025 | The Karnataka government has formally moved ahead with the restructuring of Bengaluru’s civic administration, transferring responsibilities from the Bruhat Bengaluru Mahanagara Palike (BBMP) to the newly created Bruhat Bengaluru Pradhikara or Greater Bengaluru Authority (GBA).
An order from the Department of Personnel and Administrative Reforms (DPAR) posted five senior IAS officers to restructured positions. Alongside the postings, the government has declared equivalence of the new roles under the IAS (Pay) Rules, 2016. The GBA Chief Commissioner’s post has been placed on par with Additional Chief Secretary to Government in the Apex Scale, while the Special Commissioner (Administration, Revenue and IT) has been equated with the Principal Secretary cadre post in the HAG Scale. Several other posts within the Authority have been aligned with the Senior Scale of IAS officers.
The restructuring follows the Greater Bengaluru Governance Act, 2024, which came into effect on May 15, 2025. Under the Act, the BBMP has been dissolved into five separate municipal corporations—North, South, East, West and Central—each with defined jurisdiction over population and area. Together, they fall under the supervisory ambit of the GBA, chaired by the Chief Minister.
The Authority is expected to work in coordination with key agencies including Bangalore Development Authority (BDA), Bangalore Water Supply and Sewerage Board (BWSSB), Bangalore Electricity Supply Company Limited (BESCOM), Bangalore Metro Rail Corporation Limited (BMRCL) and Bangalore Metropolitan Transport Corporation (BMTC) to ensure integrated planning and service delivery. Officials described the transition as one of the most ambitious administrative reforms in Bengaluru’s recent history.
