His state-level administrative career includes key assignments such as Secretary in the Finance Department, Director in the Treasury and Accounts Department, and responsibilities in the Information Technology Department of Punjab. Shri Kumar also gained valuable experience during his inter-cadre deputation to Bihar, where he served as Additional Secretary in the Home Department, Inspector General (Jails), and Director General of Prosecution and Litigation. He served as Deputy Commissioner of Muktsar, Additional District Magistrate in Chandigarh, and held several district administration roles including Additional Deputy Commissioner and Sub-Divisional Magistrate.
