Ms. Davinder Suman IFoS (Assam Meghalaya 2012) presently Deputy Secretary- Department of Water Resources, River Development & Ganga Rejuvenation has been re-designated as Director – D/o Water Resources, River Development & Ganga Rejuvenation for a period up to 07.10.2030 i.e. total admissible tenure of five years under Central Staffing Scheme. The central deputation tenure of Ms. Davinder Suman is w.e.f. 08.10.25.

The Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR) functions under the Ministry of Jal Shakti and plays a pivotal role in shaping India’s water governance architecture. Entrusted with the stewardship of the nation’s rivers, groundwater, and irrigation systems, the Department is central to ensuring water security, sustainable river management, and ecological balance across the country. Its mandate reflects India’s evolving priorities in the context of climate change, rapid urbanisation, and increasing water stress.

Ministry of Jal Shakti

At its core, the Department is responsible for the development, conservation, and management of water resources, including surface water and groundwater. This includes planning and implementation of major, medium, and minor irrigation projects, command area development, and flood management programmes. River basin planning and inter-state river water issues are handled with a strong emphasis on cooperative federalism, supported by technical institutions and river boards.

A significant dimension of the Department’s work relates to river development and rejuvenation, most notably through the flagship Namami Gange Programme. The Ganga Rejuvenation vertical focuses not only on pollution abatement but also on holistic river basin management, covering sewerage infrastructure, industrial effluent control, riverfront development, biodiversity conservation, and public participation. This integrated approach recognises rivers as living ecosystems rather than mere water channels, marking a paradigm shift in policy thinking.

Groundwater management has emerged as another critical area under the Department’s purview. With India being the world’s largest user of groundwater, unsustainable extraction poses serious long-term risks. The Department supports scientific assessment, aquifer mapping, and regulatory frameworks through institutions like the Central Ground Water Board. Community-based water management and demand-side interventions are increasingly promoted to complement supply-side solutions.

The Department also plays a key role in flood management and flood forecasting, particularly in flood-prone river basins. Structural measures such as embankments, dams, and drainage improvement works are combined with non-structural measures like early warning systems and disaster preparedness. In recent years, data-driven forecasting and coordination with state governments have strengthened resilience against extreme hydrological events.

Institutional coordination is a defining feature of the Department’s functioning. Water being a State subject under the Constitution, the Department acts as a facilitator, providing policy guidance, technical support, and financial assistance to States. Inter-state river water disputes, often complex and politically sensitive, are addressed through tribunals, negotiations, and evidence-based assessments. These processes frequently feature in Indian Bureaucracy News due to their national significance and administrative complexity.

From a governance perspective, the Department reflects broader trends in administrative reform—greater transparency, outcome-based monitoring, and use of technology. Digital dashboards, real-time water quality monitoring, and geospatial tools are now integral to programme implementation. Senior officials’ postings and leadership changes within the Department are closely tracked as part of Indian Bureaucracy Appointments and Indian Bureaucracy Transfers News, highlighting the strategic importance of this sector.

Looking ahead, the Department faces the challenge of balancing developmental needs with ecological sustainability. Climate variability, competing sectoral demands, and socio-economic inequities in water access require adaptive and inclusive policy responses. Strengthening river basin institutions, promoting water-use efficiency, and deepening Centre-State collaboration will be crucial.

In sum, the Department of Water Resources, River Development & Ganga Rejuvenation stands at the heart of India’s water governance framework. Its policies and programmes have far-reaching implications for agriculture, urban development, environmental conservation, and public health.
