Shri Chandra Sekhar Kumar IAS (Odisha 1992) presently Secretary- Ministry of Minority Affairs has been given the additional charge of the post of Secretary- National Commission for Minorities, Ministry of Minority Affairs from 22.11.2025 to 03.12.2025 during the period of absence on leave of Ms. Alka Upadhyaya IAS (Madhya Pradesh 1990).

He completed his B.Tech in Civil Engineering from IIT Bombay, securing First Class, establishing a strong technical foundation early in his career. He then pursued a Master in Public Administration from Harvard University, specializing in International Development, where he again graduated with First Class distinction—an accomplishment that reflects his intellectual rigor and global policy exposure. Further strengthening his analytical and economic orientation, he completed his Ph.D. in Economics from Cornell University, USA, gaining deep insights into development economics, institutional systems, and governance frameworks. In August 2024, Shri Chandra Sekhar Kumar assumed charge as Secretary, Ministry of Minority Affairs, leading key national initiatives aimed at inclusive development, empowerment, and welfare programmes. His ability to integrate policy sensitivity with administrative precision has enabled the Ministry to strengthen its outreach and operational efficiency. His tenure reflects his commitment to balanced, participatory, and transparent governance.
Before this role, he briefly served as Special Secretary, Ministry of Panchayati Raj, and earlier, for nearly four years, as Additional Secretary in the same Ministry. During this period, he played a central role in strengthening local self-governance, digital-enabled panchayat systems, capacity-building of rural institutions, and administrative reforms at the grassroots level. His contributions helped modernize governance structures and elevate rural empowerment frameworks across states.
His experience in the Ministry of Education (Higher Education) and later in the Cabinet Secretariat further broadened his governance exposure. As Joint Secretary, he contributed to higher education reforms, institutional excellence initiatives, and Cabinet coordination efforts—responsibilities that required strategic thinking and administrative finesse.
Shri Kumar has also served in several key capacities in the Government of Odisha, where his work earned significant appreciation. As Principal Secretary, Revenue & Disaster Management Department, he guided crucial initiatives related to land administration, revenue generation, and disaster preparedness—areas vital to state governance. His leadership during this period is remembered for clarity, efficiency, and responsiveness.
In the agricultural and cooperative sectors, he served as Managing Director of OMFED, Managing Director of the State Milk Development Department, Director of Agriculture Marketing, and Registrar of Cooperative Societies. His work contributed to strengthening rural livelihoods, dairy development, farmer cooperatives, and market linkages.
As Commissioner (Transport) and earlier as Commissioner & Secretary in the Technical Education and Higher Education Departments, he promoted skill development, institutional improvement, and modernization of education systems in the state.

He served as District Collector and District Magistrate in multiple districts—including Kandhamal, Balangir, Malkangiri, and earlier as Sub-Collector in Subarnapur—where his administration was marked by accessibility, fairness, and a strong commitment to public welfare.
