Indian Bureaucracy News Network, New Delhi, November 01, 2025| The Central Government has appointed sixteen (16) officers from various All India and Central Civil Services — including IAS, IRS, Railway, and Indian Statistical Services — as Joint Secretaries in different ministries and departments in the Level-14 pay matrix. The appointments were approved by the Appointments Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi.
The new postings include six IAS officers, four from railway services, and three from the Indian Statistical Service, among others. The officers have been placed across key ministries and departments such as Home Affairs, Commerce, Health and Family Welfare, Atomic Energy, Food and Public Distribution, Food Corporation of India, and the Kendriya Vidyalaya Sangathan, as well as the Union Public Service Commission.
List of the officers with their present and new postings is detailed below.
IAS Officers
- Shri Vikas Gupta IAS (Haryana 2001), presently in cadre and posted as Commissioner and Secretary. Haryana Urban Local Bodies Department, with additional charge of Member Secretary, Kurukshetra Development Board, Haryana, is appointed as Commissioner, Kendriya Vidyalaya Sangathan (KVS), under the Department of School Education & Literacy, for a tenure of five years, relieving Smt Nidhi Pandey IInfos (1991).
- Shri Jai Prakash Shivahare IAS (Gujarat 2002), presently in cadre and posted as Managing Director, Gujarat Urja Vikas Nigam Ltd. (GUVNL), Vadodara, is appointed as Joint Secretary – Department for Promotion of Industry & Internal Trade, for a tenure of five years.
- Smt Shruti Singh IAS (Punjab 2004), presently in cadre and posted as Resident Commissioner, Punjab Bhawan, New Delhi, with additional charge of Administrative Secretary, Technical Education and Industrial Training, Punjab, is appointed as Joint Secretary – Ministry of Information & Broadcasting, for a tenure of five years, relieving Smt Garima Singh CSS.
- Dr Neeraj Kharwal IAS (Uttarakhand 2007), presently in cadre has been appointed as Managing Director, India Trade Promotion Organisation (ITPO), under the Department of Commerce, for a tenure of five years.
- Dr Brij Mohan Mishra IAS (Uttarakhand 2008), presently on central deputation and posted as Director, Commerce, Ministry of Commerce & Industry, New Delhi, is appointed as Joint Secretary – Department of Commerce, for a period of five years up to 16.11.2026, relieving Shri Amitabh Kumar IRS (C&IT 1992).
- Shri Harsh Mangla IAS (Jharkhand 2008) presently on central deputation and posted as Director, Department of Health and Family Welfare, New Delhi, is appointed as Joint Secretary – Department of Health & Family Welfare, for a period of five years up to 24.01.2027, relieving Smt Latha Ganapathy IAS (Tamil Nadu 2007).
IRS Officers
- Smt Sonal Bajaj IRS (C&IT 1998), presently Commissioner, Mumbai Customs Zone-II, Nhava, Sheva – V, Customs House, is appointed as Director – Finance, Nuclear Power Corporation of India Ltd. (NPCIL), Mumbai, Department of Atomic Energy, for a tenure of five years, relieving Shri M Sankaranarayann IAS (Maharashtra 2003).
Indian Railways Officers
- Shri Manish Tiwari IRTS (1995), is appointed as Joint Secretary, Warehousing Development & Regulatory Authority (WDRA), under the Department of Food & Public Distribution, for a tenure up to his superannuation on 30.09.2029, vice Anirudh Kumar IRSME (1995).
- Shri Rajendra Kumar Agrawal IRPS (2000), presently Chief Personal Officer, Administration, South-East Central Railways, has been appointed as Additional Secretary, Union Public Service Commission (UPSC), under the Department of Personnel & Training, for a tenure up to his superannuation on 30.09.2030, vice Kumar Sanjay Bariar IP&TA&FS (1993).
- Shri Sudeep Shrivastava IRSSE (2001), presently Eecutive Director, Gati Shakti (S&T), Railway Board, Ministry of Railways, is appointed as Joint Secretary, Ministry of Electronics & Information Technology, for a tenure of five years, vice Amod Kumar IAS (Uttar Pradesh 1995).
- Shri Jai Prakash Pandey IRPS (2003), presently on central deputation and posted as Additional Secretary, UPSC, is appointed as Joint Director General, Directorate General of Civil Aviation (DGCA), under the Ministry of Civil Aviation, for a combined tenure of seven years up to 20.02.2027.
Indian Statistical Services (ISS) Officers
- Shri Gaya Prasad ISS (1996), presently on central deputation and posted as Deputy Director General (DDG), Ministry of Rural Develoment, New Delhi, is appointed as Joint Secretary – Ministry of Home Affairs, for a tenure up to his superannuation on 31.07.2028, relieving Mihir Kumar IDAS (1996).

Shri Siljo V K ISS (2004), presently Deputy Director General (DDG), has been appointed as Deputy Director General (DDG), Unique Identification Authority of India (UIDAI), under the Ministry of Electronics & Information Technology, for a tenure of five years, relieving Manish Bhardwaj IAS (Gujarat 1997).
