Indian Bureaucracy News, Patna, September 10, 2025| The Government of Bihar today transferred six IAS officers across the departments of Sugarcane Industry, Minor Water Resources, Health, Prohibition, and Co-operative Societies. These portfolios intersect deeply with rural life, touching agriculture, irrigation, health services, and the cooperative structures that support village economies.
Bihar produces over 120 lakh tonnes of sugarcane annually, with cultivation spread across Muzaffarpur, Patna, Bhagalpur, and the Champaran region. The Minor Water Resources Department provides irrigation support, while Co-operative Societies remain central to farmers’ credit and collective operations. Health and prohibition policies, meanwhile, carry both governance and social implications across rural Bihar.
Though described as routine, the transfers gain added significance with Assembly elections speculated for October–November 2025. Administrative reshuffles in portfolios tied so closely to the rural fabric inevitably draw political attention, given their reach into sectors that shape voter sentiment and local priorities.

- Shri Narmdeshwar Lal IAS (Bihar 1998), presently Principal Secretary, Minor Water Resources Department, with additional charge of Chief Enquiry Commissioner, General Administration Department (GAD), Bihar, is transferred and appointed as Principal Secretary – Sugarcane Industry Department, Bihar, Patna, with additional charge of Chief Enquiry Commissioner – GAD, Bihar.
- Shri Kartikey Dhanji Budhdhabhatti IAS (Bihar 2008), presently Secretary, Sugarcane Industry Department, Bihar, Patna, with additional charge of Chief Enquiry Commissioner, GAD, Bihar, is transferred and appointed as Secretary – Minor Water Resources Department, with additional charge of Enquiry Commissioner – GAD, Bihar, and Secretary – Industry, Bihar.
- Smt Tshering Y Bhutia IAS (Bihar 2013), presently awaiting posting, is appointed as Additional Secretary – Health Department, Bihar.
- Shri Yashpal Meena IAS (Bihar 2014), presently Additional Secretary, Water Resources, Bihar, with additional charge of Director, Handloom & Sericulture Directorate, Industry Department, Bihar, Patna, is transferred and appointed as Additional Secretary – Health Department, Bihar.
- Shri Rajnish Kumar Singh IAS (Bihar 2014), presently Excise Commissioner-cum-Inspector General of Registration, Prohibition, Excise & Registration Department, Bihar, Patna, with additional charge of Bihar Vikas Mission, is transferred and appointed as Registrar – Cooperative Societies Department, Bihar, with additional charge of Bihar Vikas Mission, Patna.
- Shri Anshul Agarwal IAS (Bihar 2016), presently Registrar, Cooperative Societies Department, Bihar, is transferred and appointed as Excise Commissioner-cum-Inspector General of Registration, Prohibition, Excise & Registration Department, Bihar.
