Shri Atul Katiyar IPS (AGMUT 1997), presently Special CP, Welfare Division, is given additional charge of Special CP – Licensing and Legal Division, Delhi Police.
The Special Commissioner of Police (Licensing and Legal Division), Delhi Police, oversees crucial regulatory and legal functions that ensure compliance, transparency, and lawful governance in the national capital. The Licensing Division is responsible for granting, monitoring, and renewing licenses for arms, explosives, eating establishments, cinema halls, event venues, and other regulated activities under various Acts. It ensures that businesses and individuals adhere to prescribed safety, security, and legal norms. The Legal Division, on the other hand, provides expert legal advice to different wings of Delhi Police, handles litigation, and ensures proper representation in courts and tribunals. It also reviews laws, prepares legal opinions, and assists in framing or amending policies to strengthen enforcement. Under the leadership of the Special CP (Licensing and Legal), the division promotes procedural fairness, public convenience, and legal compliance, thereby supporting efficient policing and good governance across the National Capital Territory of Delhi.
