Shri Ashutosh Salil IAS (Maharashtra 2010) has been empanelled as Joint Secretary at the Centre.
Shri Ashutosh Salil, IAS is a distinguished officer of the Indian Administrative Service with a strong legal foundation and extensive experience across district administration, urban governance, tourism, culture, and international trade diplomacy. His career reflects the multidimensional character of the Indian Bureaucracy, combining grassroots governance with strategic policy assignments at the national and international levels.
An alumnus of the prestigious National Law School of India University, Shri Salil completed his B.A. and LL.B., acquiring rigorous training in constitutional law, public policy, and governance frameworks. His legal education has consistently informed his administrative approach, particularly in regulatory governance, institutional reform, and public accountability.
He began his career with training from 2010 to 2012, followed by field postings in Maharashtra. As Assistant Collector in Chandrapur (2012–2014), he gained foundational experience in district administration and land revenue management. He subsequently served as Chief Executive Officer, Zila Panchayat, Chandrapur, where he strengthened Panchayati Raj institutions and advanced rural development initiatives.
Shri Salil’s leadership responsibilities expanded when he was appointed District Collector of Wardha (2015–2016) and later District Collector of Chandrapur (2016–2019). In these roles, he oversaw land revenue administration, coordinated law and order mechanisms, and ensured effective implementation of development programs. His tenure was marked by administrative stability and focused governance at the district level.
After a period of study leave (2018–2019), he transitioned to urban governance as Joint Commissioner in the Municipal Corporation of Greater Mumbai (2019–2020). In this capacity, he handled urban development portfolios in one of India’s largest metropolitan bodies, managing complex civic and infrastructure challenges.
In July 2020, Shri Salil was appointed Managing Director (Deputy Secretary rank) in the Tourism Department of Maharashtra. From August 2021 to January 2024, he served as Private Secretary to the Minister in the Ministry of Culture, Government of India—initially at Deputy Secretary Equivalent level and later elevated to Director Equivalent rank. In August 2024, he briefly served as Officer on Special Duty (OSD) in the Ministry of Commerce & Industry before being appointed Adviser (Director rank) in the Commerce Wing of the Embassy of India, Brussels on foreign posting. Since 28 October 2024, he has been serving in Brussels, contributing to India’s trade and industry engagement with the European region. This assignment places him at the intersection of diplomacy, trade negotiations, and international economic cooperation, representing India’s commercial interests abroad.
