Ashutosh Niranjan IAS given premature repatriation to Uttar Pradesh
Shri Ashutosh Niranjan IAS (Uttar Pradesh 2010) presently Private Secretary to the Minister of Social Justice & Empowerment (Dr. Virendra Kumar) has been given premature repatriation to his parent cadre to avail the benefit of promotion in the cadre by the Appointments Committee of the Cabinet.
Shri Ashutosh Niranjan, an accomplished officer of the Indian Administrative Service, has built a distinguished career marked by versatility, administrative depth, and a consistent commitment to public service. An engineering graduate (B.Tech.) in Electronics from Dr. K.N. Modi Institute of Engineering & Technology, affiliated with Uttar Pradesh Technical University, he secured a First Division, reflecting a strong academic foundation that has informed his analytical and problem-solving approach in governance.
Over the years, Shri Niranjan has served across a wide spectrum of roles at both the state and central levels, demonstrating an ability to adapt to diverse administrative challenges. His early assignments as Assistant Collector and Assistant Magistrate in Prayagraj and Hamirpur provided him with grassroots exposure to land revenue management and sub-divisional administration. These formative experiences laid the groundwork for his later responsibilities in district leadership.
He went on to serve as Chief Development Officer in Maharajganj and Pratapgarh, where he contributed to rural development initiatives and employment generation programs. His tenure reflected a balanced focus on implementation efficiency and community engagement, qualities that would continue to define his administrative style.
Shri Niranjan’s leadership capabilities were further evident during his tenure as District Magistrate and Collector in Gonda, Basti, and Deoria. In these roles, he handled critical aspects of district administration, including law and order, development administration, and revenue management. His approach was marked by responsiveness and a steady emphasis on improving service delivery mechanisms.
In the infrastructure and industrial sectors, he held key positions such as Additional CEO in the Uttar Pradesh Expressway Authority and Administrative Member in the Public Works Department. These assignments involved planning and execution of large-scale projects, where his technical background proved particularly valuable. He also served as Managing Director in multiple organizations, including Paschimanchal Vidyut Vitran Nigam Limited, Kanpur Electric Supply Company, and the Uttar Pradesh Small Industries Corporation. In these roles, he contributed to strengthening power distribution systems and promoting small-scale industries.
At the policy level, Shri Niranjan served as Special Secretary in the Planning Department of the Government of Uttar Pradesh, where he was involved in planning and program implementation. His transition to the Government of India saw him take up roles as Deputy Secretary and Director in the Ministry of Micro, Small and Medium Enterprises, handling matters related to public administration and governance.
Currently, he is serving as Private Secretary to the Minister and Director in the Ministry of Social Justice and Empowerment, New Delhi. In this capacity, he plays an important role in supporting ministerial functions and policy coordination at the highest level.
